🚨LATEST: Fundstrat’s Tom Lee says stocks are at the BOTTOM, reaffirming his year-end S&P 500 target of 8,200+. “I think we are at the bottom.” “Bottoms are dangerous because you don’t know how much more downside you have at the bottom.” On AI, Lee argues capacity constraints and political opposition are limiting spending, rather than demand collapsing: “The market for AI is still very tight. It’s not an overcapacity market.” “That is slowing the growth, but it’s not creating a top.” He sees strong Q3 results and favorable post-midterm seasonality supporting November gains. “I do think markets are going to exit the year strong, but they have been struggling… Markets climb a wall of worry.”

The midterms could spark an S&P 500 RALLY. President Trump could lose both the House and Senate with the probability of Democrats winning both chambers rising to 73%, per Axios. That would leave Trump facing an opposition-controlled Congress. History offers a bullish backdrop, on Average the S&P 500: • 1 month later: +2.1% • 3 months later: +10.7% • 6 months later: +17.5% • 1 year later: +15.5% This has only happened 7 times since 1954 and the S&P 500 has been positive 7 out of 7 times 1 year after. The bullish argument is clear as election results could ease uncertainty and encourage investors to put money back to work.

BREAKING: European supermarkets hit by CYBERATTACKS that caused freezers to overheat up to 55°C. The latest incidents hit stores in Sweden and Belgium, forcing retailers to throw away food. ICA and Coop, which account for 67.3% of Sweden’s grocery retail market, reported overheating freezers overnight on Monday. “Everything is ruined,” said an ICA store manager in Sjöbo, where frozen food worth hundreds of thousands of Swedish kronor was destroyed. In Belgium, around 40 Delhaize stores and 15 Carrefour locations reported freezers warmed to 15°C. Similar incidents have happened before. Last month, hackers targeted refrigeration at hundreds of French supermarkets, causing food losses and reported fires. In August, freezer failures spoiled food at at least six US military grocery stores. No link between these incidents has been established. The incidents add to broader concerns over cyberattacks on banks, websites and crypto platforms.

JUST IN: 🇺🇸 The SEC keeps moving on crypto without Congress, adding 3 new answers on who controls a crypto network. Under the new guidance: 1. Token holders voting on a network generally don’t count as a “central party,” unless they’re affiliated or agree to act together. 2. A central party “oversees participation” if it can control access at the protocol, validator or user level. 3. A network being “functional” (its token actually works on it) is different from being “decentralized” (no one controls it). It’s the SEC’s latest crypto move since the CLARITY Act failed a Senate vote 49 to 50 on Sept 15: - Sept 17: an exemption for trading tokenized US stocks on blockchain venues - Sept 25: a crypto FAQ on how securities laws apply to tokens - Oct 1: a proposal on how investment advisers and funds can hold crypto
It's OVER. The SEC and CFTC are done waiting for the CLARITY Act. Regulators have now made at least 9 moves to build crypto rules without Congress. 1. SEC Crypto Task Force - define what is and is not a security 2. Project Crypto - modernize SEC rules for onchain markets 3. SEC-CFTC crypto guidance - classify crypto assets into clearer categories 4. SEC-CFTC harmonization MOU - reduce overlap between the two agencies 5. Joint Harmonization Initiative - create shared rules for crypto firms 6. CFTC Innovation Task Force -speed up crypto and blockchain market rules. 7. CFTC crypto FAQs - clarify how registered firms can use blockchain 8. SEC Innovation Exemption - allow tokenized US stocks to trade onchain 9. CFTC proposed crypto market rule - create a formal framework for crypto asset markets Crypto may now move forward without CLARITY Act.
