Business is ready to deliver on climate.
Yet, real progress depends on policies that unlock investment, support implementation and create the conditions for climate solutions to scale.
On behalf of the Business and Industry constituency, we stand ready to work with the #COP31 Presidency, Parties and all stakeholders to turn commitments into action.
What would it take to turn 8% into 50%?
Developing countries alone need US$215–387 billion per year to adapt to climate change. Private finance could play a much larger role in closing that gap, if the right conditions are in place.
At #COP31, we have the opportunity to unlock private investment in adaptation by creating the right policy and investment conditions, backed by better data, stronger incentives and financing models that reward resilience.
The capital exists. The opportunity is to make adaptation investable.

Digital Commerce Labs by ICC Kenya x TikTok lands in Nairobi: .
The digital Carnet transition is in full swing. 📲
Since the global transition began in June 2026, the ICC Digital #ATACarnet System has facilitated more than 150,000 border transactions across the European Union, Norway, Switzerland and the United Kingdom.
The network is also expanding, with the United Arab Emirates set to start accepting digital ATA Carnets on 9 November 2026.
This progress was highlighted at the @WCO_OMD ATA/Istanbul Convention Administrative Committee, where ICC’s eATA Project Team presented the latest developments alongside national experiences from the Swiss and UK National Guaranteeing Associations.
With adoption growing across markets, eATA is bringing the Carnet procedure closer to full digitalisation.

☠️ Maritime piracy incidents are at their lowest for this period since 1992.
But the threat to seafarers remains.
The latest ICC International Maritime Bureau (IMB) Piracy Report recorded 51 incidents of piracy and armed robbery against ships in the first nine months of 2026, down sharply compared with the same period last year.
Yet the resurgence of Somali piracy is a reminder that lower numbers do not mean lower risk.
Continued vigilance, timely incident reporting and strict adherence to Best Management Practices remain essential to protecting seafarers, keeping shipping routes secure and safeguarding global trade.

What’s happening behind the scenes at #COP17? 🔍
Beyond the formal negotiations, much of the work takes place through conversations that bring together business, policymakers, civil society and partners.
Our team has been engaging the business community through briefings, working groups and stakeholder discussions, helping ensure that business perspectives contribute to conversations on biodiversity policy and implementation of the Kunming–Montreal Global Biodiversity Framework.
These exchanges are an opportunity to share practical insights, identify barriers to action and explore how policy frameworks can better enable further private sector engagement and investment.
As the UN Biodiversity Conference continues, we'll keep working with all stakeholders to help turn dialogue into practical outcomes.

How can we keep free trade agreements aligned with changing tariff codes?
When trade agreements continue to reference outdated tariff codes, businesses can face additional complexity, costs and uncertainty in determining whether their goods qualify for preferential tariff treatment.
With the Harmonized System 2028 entering into force on 1 January 2028, FTA parties have a critical window to update HS references before the new classification takes effect.
Four practical principles can help guide this process, including keeping technical rectification neutral, building dedicated capacity, making better use of existing tools and integrating rectification mechanisms into future FTAs.
Getting this right can reduce compliance burdens and help businesses continue to benefit from preferential treatment.

Outdated tariff codes can have real costs for businesses.
When tariff classifications and rules of origin in free trade agreements use different Harmonized System editions, businesses face additional compliance work and uncertainty when determining whether their goods qualify for preferential tariffs.
This can be particularly challenging for businesses operating across multiple FTAs.
Our latest policy paper examines technical rectification can help keep rules of origin aligned with changes to the Harmonized System.

Digital trade needs standards that work in practice. 🌐
At Sibos 2026, Team ICC brought the latest work on digital trade and trade finance to the conversation, with a focus on standards, interoperability and creating value for corporates.
Key takeaways included:
▶️ Digital trade was on the agenda at Sibos, including at the Policy Forum, with discussions on standards and aligning banking sector readiness with industry needs.
▶️ #ICCDSI’s work on data standards and the bank defined dataset is helping clarify the documents and data points that matter for banks.
▶️ The upcoming 2026 ICC Global Trade Intelligence Report, formerly the ICC Trade Register, will provide new data and insights on trade finance and global trade. The recently released Pulse Check on Trade Finance offers a first look at the insights that will feature in the report.
▶️ Across these efforts, one message stood out: digital trade cannot advance in isolation. Progress depends on industry-wide cooperation, shared standards and greater interoperability across the ecosystem.

A South African circular economy venture is showing how connecting collectors, recyclers, manufacturers and retailers can help build demand for recycled polypropylene.
The experience offers a wider lesson for the future Global Plastics Treaty: enabling policy frameworks and credible implementation pathways can help create the conditions for circular markets to grow.

When food stops moving, everyone pays the price.
Geopolitical shocks can disrupt markets for food, fertilisers and other critical agricultural inputs. In response, governments sometimes turn to export restrictions to protect domestic supply.
Yet experience from past crises shows these measures often amplify shortages, increase price pressures and undermine food security.
The paper argues that export restrictions should be a measure of last resort and, where used, be transparent, targeted and time-limited.
It also sets out practical recommendations to help keep food and agricultural trade flowing during periods of geopolitical stress and prevent supply shocks from escalating into broader food security crises.

What if we track carbon emissions like we track money?
Today, the same factory or product can produce different emissions figures depending on who is asking and which method they use.
But what if emissions were tracked on a ledger, allocated to products and never lost as they move through the value chain?
In the latest episode of ICC Trading Thoughts, Amy Brachio, CEO of @CarbonMeasures, and Karthik Ramanna, Professor of Business and Public Policy at Oxford University’s @BlavatnikSchool, Co-Chairs of the Technical Expert Panel on Carbon Accounting, explore what it would take to build a carbon accounting system the world can trust.
