Turkey got kicked from F-35 for S-400. China got sanctioned. India? Still waiting… CAATSA is selective. 🇺🇸
ለመረጃ ያሕል፦ 👇 CAATSA SANCTIONS AND THE S-400 SYSTEM The United States applies sanctions under *CAATSA (Countering America's Adversaries Through Sanctions Act, Section 231)* to countries that purchase major Russian defense hardware like the *S-400 mobile surface-to-air missile system.* Countries Impacted by S-400 Sanctions & Actions 1) Turkey - *Sanctions Imposed:* December 2020 by the U.S. State Department targeting the Presidency of Defense Industries (SSB), including a ban on all U.S. export licenses and authorizations to the agency, plus asset freezes and visa restrictions on SSB President Dr. Ismail Demir and top officials. - *Additional Action:* Expulsion from the F-35 Joint Strike Fighter program in July 2019. - *Current Status:* Turkey has explored transferring or relocating its S-400 systems (such as potentially to Qatar or the UAE) to satisfy U.S. requirements and seek readmission to the F-35 program, though discussions remain complex. 2) China - *Sanctions Imposed:* September 2018 against the Equipment Development Department of the Chinese Ministry of Defense and its director for purchasing Russian Su-35 fighter jets and S-400 surface-to-air missile systems. - *Measures:* Transactional and financial sanctions under CAATSA, marking the first time a third country was penalized under the act for dealings with Russia's defense sector. 3) India - *Status:* Signed a multi-billion-dollar deal in 2018 for five S-400 units and has taken delivery of systems. - *U.S. Response:* While Washington has discouraged the purchase and warned of potential CAATSA consequences, the U.S. has not officially applied full CAATSA sanctions against India, weighed against broader strategic partnership considerations. Online consensus notes a prolonged ambiguity regarding whether a presidential waiver or deferred enforcement applies. ▪️Core Legal Basis (CAATSA Section 231) ➻ *What it targets:* Significant transactions with entities part of, or operating on behalf of, the defense or intelligence sectors of the Russian Federation. ➻ Potential Penalties: - Restrictions on U.S. Export-Import Bank assistance - Bans on U.S. export licenses and technology transfers - Prohibitions on U.S. bank loans and foreign exchange transactions under U.S. jurisdiction - Asset freezes and visa bans on key leadership tied to the transaction

URGENT NOTICE TO HORN OF AFRICA DIASPORA MEMBERS IN THE UNITED STATES Serious Concerns About Possible Unauthorized Access to Social Security Information by an Alabama Resident Dear Ethiopian, Eritrean, and other Horn of Africa diaspora members, Mr. #Habtamu_Challa_Gurmu (@Habtishgreat), reportedly residing in Alabama, has publicly claimed to possess other individuals' Social Security numbers and personal information. A December 2023 screenshot and a more recent recorded conversation document these claims. If he has obtained such information without authorization, others may also be at risk. This possibility warrants investigation, although the recordings do not establish that anyone's records were actually accessed or stolen. There is another serious concern. The federal NPI registry reportedly identifies a Habtamu Gurmu as the authorized official and Executive Director of TRUE CARE INC, a provider of developmental disability services in Madison, Alabama. The identity and current role of this individual should be independently verified. The safety and privacy of vulnerable clients must be paramount. There is presently no evidence that any True Care client's information has been compromised. I have prepared a sample letter below for anyone with relevant information or concerns. You may adapt it to your circumstances and send it to the Alabama Department of Mental Health, Division of Developmental Disabilities. How to report: Copy the subject line and sample letter below. Attach the December 2023 screenshot and the translated transcript of the recorded statements, if you have them. Include any evidence of threats, harassment, or misuse of your own information. Email your concerns to [email protected]. Please report only what you can substantiate. Do not claim to be personally affected if you are not. SAMPLE EMAIL To: [email protected] Subject: Request for Review of True Care Inc Authorized Official, Concerns About Personal Information and Vulnerable Client Safety Dear Division of Developmental Disabilities, I am writing to request a review of concerns involving Mr. Habtamu Challa Gurmu, reportedly residing in Madison, Alabama. The federal NPI registry lists TRUE CARE INC (NPI 1124687389), a developmental disability services provider in Madison, with “Habtamu Gurmu, Executive Director” as its authorized official. I request that your Department verify whether this individual is the person associated with the X account @Habtishgreat. In a December 2023 public post, an account attributed to him claimed to have obtained another individual's Social Security number. In a separate recorded discussion, the speaker identified as Mr. Gurmu claimed to possess Social Security numbers, driver's license information, and residential addresses belonging to at least two individuals. I can provide a screenshot and a translated transcript documenting these statements. I am particularly concerned about the privacy and safety of individuals receiving developmental disability services. I am not alleging that any client's records have been accessed or misused, but I believe these public statements warrant appropriate scrutiny if the identity and provider affiliation are confirmed. I respectfully request that your Department determine whether True Care Inc is under its oversight, assess whether these concerns merit review, and advise whether additional documentation should be submitted. Thank you for your attention to the safety and dignity of vulnerable individuals. Sincerely, Send your email to: [email protected] Supporting evidence: December 2023 screenshot, nitter.cf/1juxa/status/173888977…, and the translated transcript of the recorded discussion. The purpose is to seek an impartial investigation, protect sensitive personal information, and safeguard vulnerable individuals. Any findings of wrongdoing must be based on verified evidence. @SteveMarshallAL @GovernorKayIvey @FBIMobileAL @FBI @madisonpoliceAL @ALMentalHealth @almentalh @AlabamaDHR @TheJusticeDept @TheSSAOIG @SocialSecurity @DHSgov @HSI_HQ @ICEgov @USCIS @USCISJoe @X @Safety @ElonMuskAOC

AEPAC Statement Supporting Congressional Call for Urgent U.S. Diplomatic Action in Ethiopia and the Horn of Africa The American Ethiopian Public Affairs Committee (AEPAC) expresses its full support for the letter addressed to U.S. Secretary of State Marco Rubio by members of Congress concerning the deteriorating security situation in Ethiopia and the growing risk of a wider regional conflict in the Horn of Africa. Taking into consideration the prolonged war in the Amhara region, the renewed war in Tigray, continued armed conflicts across other parts of Ethiopia, and the recent formation of the Alliance for Survival (AFS), AEPAC shares the serious concerns expressed by the congressional leaders regarding the escalating hostilities throughout Ethiopia, rising tensions between Ethiopia and Eritrea, the potential involvement of regional actors, and the grave humanitarian consequences of further conflict. The escalating crisis underscores the urgent need for sustained U.S. diplomatic leadership, coordinated regional engagement, the protection of civilians, and a credible, inclusive, and sustainable peace process. Unresolved political and security challenges, regional tensions, and the risk of further armed conflict threaten to deepen instability and cause additional humanitarian suffering. Preventing a wider regional war must be an immediate priority. AEPAC therefore endorses the recommendations in the congressional letter and urges the U.S. Department of State to take the following actions: 1. Appoint and empower a Senior Special Envoy for the Horn of Africa. Provide the envoy with sufficient authority to engage directly with the leadership of Ethiopia and Eritrea at the presidential level and coordinate diplomatic efforts with the African Union (AU), the Intergovernmental Authority on Development (IGAD), and the United Nations (UN). 2. Press for an immediate ceasefire and a renewed peace process. Urge all parties to halt hostilities and pursue an inclusive, sustainable political settlement supported by independent monitoring and an effective dispute-resolution mechanism. 3. Prevent an interstate war between Ethiopia and Eritrea. Engage both governments directly at the highest diplomatic levels, press them to honor their commitments under the 2018 Jeddah Agreement, and warn Egypt, Sudan, and Gulf partners against providing military assistance or other support to armed proxies that could intensify the conflict. 4. Mobilize Gulf and regional partners to advance de-escalation. Work with countries across the Middle East and North Africa, as well as other influential regional actors, to coordinate diplomatic efforts, reduce tensions, and halt the supply of drones and other weapons used in attacks that endanger civilian lives. 5. Ensure humanitarian access and restore emergency response funding. Press the Government of Ethiopia to guarantee unfettered humanitarian access to all populations in need, restore essential emergency response funding, and provide Congress with detailed information on humanitarian assistance committed to Ethiopia since September 23, 2026. 6. Protect civilians and strengthen accountability. Urge all parties to uphold international human rights standards and applicable international humanitarian law, support meaningful accountability for those responsible for war crimes and other serious human rights violations, and provide protection and assistance to survivors of sexual and gender-based violence. Civilians and affected communities must also have a meaningful role in peacebuilding and reconciliation. 7. Reinstate targeted sanctions and visa restrictions. Apply these measures consistently against individuals on all sides who are responsible for atrocities or whose actions contribute to escalating violence and regional instability. 8. Rebuild U.S. diplomatic and analytical capacity in the region. Strengthen sustained diplomatic engagement, regional expertise, and early-warning capabilities, and provide regular briefings to Congress on the administration’s strategy to prevent further conflict in Ethiopia, the Horn of Africa, and the broader region. Preventing a wider war in the Horn of Africa is far less costly—in human, economic, and strategic terms—than managing its consequences after escalation. Further conflict would place additional civilian lives at risk, deepen displacement and humanitarian suffering, threaten regional security, and undermine stability across an already fragile region. The United States has an important role to play in supporting preventive diplomacy, encouraging regional cooperation, protecting vulnerable populations, and advancing a credible and sustainable path toward peace. Such efforts should be guided by respect for human rights, accountability, sovereignty, and the legitimate aspirations of the peoples of the region for security, dignity, and lasting stability. AEPAC urges the Department of State to respond with the urgency this crisis demands and supports the congressional leaders’ request for a briefing on the Department’s strategy no later than November 30, 2026. The American Ethiopian Public Affairs Committee reaffirms its commitment to peace, civilian protection, and lasting stability in Ethiopia and throughout the Horn of Africa. We call on U.S. policymakers and regional partners to act decisively and diplomatically before the current crisis escalates into a wider and more devastating regional war. 💔🇪🇹 BREAKING: AMHARA DISPLACED CIVILIANS HIT BY A DEVASTATING DRONE STRIKE IN ETHIOPIA Imagine surviving massacres, fleeing your home in search of safety, only to have the place where you sought refuge destroyed as well. 💔 Reports emerging from Jara IDP Camp in North Wollo, Ethiopia, on October 29, 2026, describe a devastating drone strike that reportedly killed and injured displaced Amhara civilians, including children, women, elderly people, and religious fathers.✝️ These families had already fled massacres in Wollega, Oromia, hoping to find safety. Now, reports say the camp has been burned to the ground, leaving survivors homeless and facing yet another unimaginable tragedy!!😔 Where can innocent civilians go when even their places of refuge are no longer safe? Internally displaced people are civilians who deserve protection, dignity, and the basic right to live without fear. Attacks that harm civilians and civilian shelters must be thoroughly investigated, and those responsible must be held accountable in accordance with international humanitarian law. Casualty figures and details are still being confirmed. The victims and survivors must not be forgotten, and their suffering must not be met with silence. 🙏 Pray for the innocent victims, the injured, and every family left with nothing. May the survivors find safety, comfort, and justice. The world must pay attention. Every innocent life matters. #AmharaGenocide #Ethiopia #Amhara #StopTheViolence #ProtectCivilians #HumanRights #PrayForEthiopia #EndChristianPersecution
