The U.S. Government Accountability Office argues that this maneuver is illegal; once Congress has appropriated funds in a specific way, the executive branch does not have the option to refuse to spend them. My contrary take is that I respect Lindsey Graham more, not less, for not “living his truth” in a public way that required all of society to clap for him. Dude kept his private life private, it was none of our business. The right for the most part actually lives by the left’s false claim to not care what people do in their literal bedrooms.
