UGX 232 BILLION seems a lot, until it is converted. IT IS $52MILLION. Comparing this to airports/terminals that cost $2 billion to $10 billion is disingenuous. The PTB, at Abeid Karume, Zanzibar, eventually cost $180 MILLION (UGX 810 billion) due to cost overruns and delays
The Kabalega International Airport, Passenger Terminal Building (PTB) Capacity: At least 1 million passengers annually. Contractor: SAMCO National Construction Company. Timeline: Eight (8) months (June 2027) 2 Aero bridges, Baggage Handling System, Car park UGX 232 bn

UGANDA: The Kampala–Malaba Standard Gauge Railway (SGR) project is currently on final set of financing agreements. This signature infrastructure venture is designed to modernize Uganda's logistics and cut cargo transit time from the Kenyan border to Kampala down to just one single day. Uganda officially signed an Engineering, Procurement, and Construction (EPC) turnkey contract with Turkish construction giant Yapı Merkezi. The network is set to be engineered to China Class 1 railway standards and will feature fully electrified tracks designed to carry an estimated 25 million tonnes of cargo annually. While waiting for the overarching financial structure to lock into place, the contractor has already advanced early-stage works at their main camp in Iganga. They have built a concrete batching plant, established a dedicated sleeper factory, set up a materials laboratory, and finalized vital geotechnical and geo-hazard assessments across the corridor. The total cost for this 272 km eastern route is €2.7 billion. Uganda is securing this through a diversified, multi-party funding split: Export Credit Agencies (ECAs): Sourcing approximately 60% of the total funds. Development Finance Institutions (DFIs): Contributing 25%. This includes a committed €640.75 million from the Islamic Development Bank (IsDB). In late 2026, the OPEC Fund for International Development moved to review an additional €150 million loan to help patch remaining funding gaps. Further, The Government of Uganda (GoU) set to cover the remaining 15%. This includes a planned €405 million Sukuk bond and already injected initial €75 million under a "Limited Notice to Proceed" (LNTP) to seamlessly finance the ongoing preliminary engineering works. Now the target date for the official financial close has shifted to January 2027 to finalize agreements with co-financiers. Once financial closure is reached, it will trigger the formal 48-month construction timeline. On the ground, the SGR Project Management Unit has successfully acquired roughly 70% of the required land corridor. Right-of-way clearance spans 12 distinct districts and two cities, with final compensation matching active layouts across Mukono, Wakiso, and Kampala.
