Homophobia isn't a white issue... lol Homophobia is perpetrated by heteronormative expectations. Straight people, regardless of race, are the perpetrators.
And yes, a black straight person is capable of oppressing a white gay person for their sexuality.
Black people have virtually no power to institutionalize homophobia, white people do. This includes white queers, who have often weaponized their whiteness at the disservice of the broader queer community and other marginalized groups.
