A properly written mastermind? Monkey D. Dragon is precisely that. There's a reason why the World Government fear him and branded him as "The World's Worst Criminal."
.Took a rag-tag group of freedom fighters and built it into an army with global influence
.Has establish HQs and spheres of influence in every major sea, except the Yonko controlled New World
.Systematically destabilised the WG's grip on power around the world, liberating countless nations
.Orchestrated the Reverie Raid
.Simultaneously orchestrated the Eight Nation Rebellion
.Dismantled WG supply chains of food, money, weapons, and raw resources
.Set up a blockade of the Red Port
.Currently has Mariejois, the WG's centre of power under siege.
.Already anticipated the deployment of the Holy Knights
.Was able to immediately trace Imu's true identity, and the connection to Law's DF, the Op Op no Mi.
The truest mastermind in the story. The only man on the board who understands how the game is truly played.
One thing I genuinely think One Piece lacks is a properly written mastermind.
Bleach has Aizen and Urahara. Naruto has Shikamaru and Itachi. JJK has Kenjaku, Gojo and Sukuna. Even Fairy Tail has Zeref.
But in One Piece? Doflamingo and Blackbeard are probably the closest, and even they have moments where the plot seems to switch their brains off.
Oda keeps telling us certain characters are incredibly intelligent, but their actual decisions don’t always reflect that. And don’t even get me started on Vegapunk.
Does Oda actually struggle with writing genuinely intelligent characters, or am I missing someone? 😭

I wish I was at 135 I’ll stop Tank. He talk to much, but be picking and choosing. But we know he would come up with some excuses like he do with Shakur.

#ONEPIECE1198 This is what Oda was waiting for with Usopp. This is what his big moment is meant to be. He will play a massive role in getting Luffy to recognize his friends and to possibly come back to his senses in enough time for Chopper and Robin to play their role. Maybe the tool left behind is something that stabilizes this power so that Luffy can control it.
I wouldn't be remotely surprised if Sanji and Zoro briefly have to team up against Luffy because he's not recognizing them as friend maybe, and it's a major part of why Oda needed them to power up significantly. It wasn't for Sommers or Killingham, but for Luffy.
Usopp will be forced to step in and get involved, using his skillset with observation haki to fire at and somehow distract Luffy to get his attention from a gigantic distance, and maybe that's how Usopp finally has his big Elbaph moment. He will be the person that helped stop Nika, the Sun God's, rampage. God Usopp will go down in history as the person who defeated Nika the Destroyer aka the Sun God.
Legendary Brave Warrior of the Sea that defeated Nika, saved Elbaph and helped get Nerona Imu to leave Elbaph.

Island of monsters:
#ONEPIECE1198
The title of Chapter 1198 is “Island of Kaiju” this is definitely referencing the titanic beasts Imu, Loki, and Luffy have become and how they could represent Kong, Godzilla, and King Ghidorah 🔥
