Alfred Rosenberg describes the issues that Italian Fascism faces (from "The People's Concept of the State", 1924): "National Socialism knows that Italian Fascism is still far from grasping the full implications of the great struggle at hand, and in particular has not yet recognized that, in the long run, it serves no purpose to combat only the consequences without also making clear to the entire people the cause of those consequences that must be combated. Fascism still lacks the insight that the very international private and stock-market capitalism—against which even Fascism has not shied from fighting—was and remains the very element that has fueled all Marxist propaganda throughout the world; that a community of interests between Marxism and international loan capital has existed and still exists — namely, to make land-based national industries dependent on mobile loan capital — and Fascism has not yet grasped that this common interest is symbolized by the fact that the leadership of both forces lies almost exclusively in the hands of Jewish usurers, or of a few individuals subservient to Jewish money. The danger for Fascism in Italy lies in the fact that, although it has achieved a great victory thanks to one individual, it does not yet represent an ideological system strong enough to give hope that it would survive Mussolini’s death; the danger also already exists today that Jewish stock-market capitalism naturally takes the new force into account as such and, recognizing that it cannot be directly opposed, approaches Fascism as a false friend, as signs of this are evident everywhere today. At the same time, it must unfortunately be noted that the Fascist leaders are welcoming these false friends and making the grave mistake that Prince Bismarck, unfortunately, also committed at the Congress of Berlin when he granted influence to Bleichroeder and his comrades: when the strong man died, the lesser figures fell into the trap of an economic system of exploitation, from which the entire world is suffering; thus, even today, the social and national struggle continues under a false banner."
