So we've got a couple of pseudo answers, and one intentionally dishonest answer so far.

More simply put, art is conceptual vision given form. There are many ways to do that... music, singing, writing, acting, painting, drawing, sculpting, game design, even cooking is now considered artistic expression.
Now... you may have noticed that several of these can be tied back to writing - playwriter, song writer, book writer, script writer, coding, etc... and coincidentally... prompting.
You can whine and moan about perceived theft, environment impact, RAM prices, whatever... but it still doesn't change the fact that a person spending hours of their time sculping an image via prompt is creating art with the assistance of AI, but that's no different from digital art. It's even copyrightable.
Can you generate tons of slop? Sure. Human art already does that without AI. But the real AI art is created by those who spend hours guiding every line, color, correction, until they get the piece they want.
