Based on independent demographic data from 2026, NJ's noncitizen population is estimated at roughly 967,300; up from a 2018 baseline of 466,000 noncitizen adults calculated by the NJPP. Under current U.S. Census rules, the total resident population determines the distribution of the 435 House seats. Here is how counting noncitizens alters our political layout: - NJ secures 12 congressional seats and maximizes federal formula funding. - Excluding roughly 1M residents would drop NJ down to 11 seats, transferring a seat to another state. Because the process of dividing up the 435 seats in the House of Representatives among the 50 states based on their population relies on the "Method of Equal Proportions", states right on the margin; like NJ, suffer the quickest shift in representation when the rules change.
