had a dream that i submitted something so bad that they gave me a video of looping stock footage of sharks with the words “CAN’T WRITE” prominently displayed that i was (legally?) obligated to prepend to all future writing

Why do conferences/journals sometimes ask reviewers for a novelty/originality score? The only thing it does is create bad incentive structures. Reject work if it’s plagiarized, sure, but why on earth should a reviewer care about “originality” beyond that?
