Okay listen 🇨🇦 The timing is not coincidental
Canada gives Cohere $1.6 BILLION, with a mandate to hire 1,000 roles. A FEW DAYS later, the Canadian government is removing the LMIA Requirement, which means for some roles, like software & tech roles, employers don’t have to look for Canadian talent 🤯
This doesn’t feel good. This needs to be tracked and public info

Oct 30: two 🇨🇳 nationals — Liren “Ryan” Lai and Yuance Chen — were sentenced for conspiring to act as agents of the 🇨🇳 government and acting as agents of a foreign government without prior notification to the Attorney General. Lai and Chen were each sentenced to 30 months in prison and three years of supervised release. The defendants agreed to operate under the direction and control of 🇨🇳 Ministry of State Security (MSS), carrying out clandestine intelligence activities in the US that included facilitating secret “dead drop” cash payments in exchange for information related to the national security of the US, gathering information about US military personnel and installations, and assisting efforts to recruit potential intelligence assets from within the US military.
Lai and Chen began acting as agents of 🇨🇳 MSS no later than May 2021. Lai recruited Chen into the scheme and initially served as an intermediary between Chen and 🇨🇳 MSS intelligence officers. Chen subsequently received assignments directly from 🇨🇳 MSS officers.
As detailed in the government’s sentencing memorandum, Lai and Chen facilitated a clandestine cash payment of approximately $10,000 in Jan 2022. While the defendants were in China, they coordinated with individuals in the US to leave a backpack containing the cash in a locker at a recreational facility in Livermore, California. Such arrangements, known as “dead drops,” allow intelligence operatives to transfer money or information without directly meeting the intended recipient.
The defendants’ illegal activities extended beyond facilitating covert payments on behalf of 🇨🇳 MSS. Beginning in 2022, Chen gathered information about US military installations and personnel at the direction of Lai and 🇨🇳 MSS intelligence officers. These activities included obtaining photographs of Navy Base Kitsap in Bremerton, Wash., and photographs and videos of military recruits and active-duty sailors inside a Navy recruiting station in Southern California. Chen also collected personal identifying information about a US Navy employee and maintained detailed biographical information about military personnel who were potential intelligence targets.
In Mar 2023, Lai traveled to the US and delivered a cell phone to Chen for covert communications with the MSS referred to by Chen as a “state secret.” Chen later traveled to China in 2024 and 2025, where he met with 🇨🇳 MSS officers and received additional assignments concerning US service members.
In Apr 2025, Lai again traveled from China to the US to carry out assignments for the MSS. The following month, the MSS directed him to travel to Phoenix to facilitate another clandestine cash payment of approximately $20,000 in furtherance of its intelligence operations.
Lai and Chen were arrested on June 27, 2025, during a coordinated FBI counterintelligence and law enforcement operation. A federal grand jury in the Northern District of California returned an indictment on July 1, 2025, charging both defendants with conspiracy to act as agents of a foreign government without prior notification to the Attorney General and acting as agents of a foreign government without prior notification.
Lai pleaded guilty to both offenses on Dec 12, 2025. Chen pleaded guilty to both offenses on Feb 20.

Two 🇨🇳 nationals — Yuance Chen and Liren “Ryan” Lai — made their initial appearances in federal court in Portland, Oregon, and Houston, Texas, on June 30 to face charges issued out of the Northern District of California for acting as agents of the 🇨🇳 Government without prior notification to the Attorney General. Chen, a legal permanent resident who resides in Happy Valley, Oregon, and Lai, who traveled from China to Houston, Texas, on a tourist visa in April 2025, were arrested on June 27 on a criminal complaint charging them with overseeing and carrying out various clandestine intelligence taskings in the US on behalf of 🇨🇳 Ministry of State Security (MSS). These activities included facilitating a “dead drop” payment of cash for information relating to the national security of the US previously provided to the 🇨🇳 MSS, gathering intelligence about US Navy service members and bases, and assisting with efforts to recruit other individuals from within the US military as potential 🇨🇳 MSS assets.
Chen and Lai were arrested by the FBI in Happy Valley, Oregon, and Houston, Texas, respectively, as part of a coordinated counterintelligence and law enforcement operation across multiple states.
Lai recruited Chen to work on behalf of 🇨🇳 MSS in or about 2021. While in Guangzhou, China, in Jan 2022, Lai and Chen worked together to facilitate a dead-drop payment of at least $10,000 on behalf of 🇨🇳 MSS, working with other individuals located in the US to leave a backpack with the cash at a day-use locker at a recreational facility located in Livermore, California.
Following the Jan 2022 dead drop, Lai and Chen continued to work on behalf of 🇨🇳 MSS, including by attempting to help identify potential assets for MSS recruitment within the ranks of the US Navy. For example, in 2022 and 2023, Chen was tasked by Lai to visit a US Naval installation in Washington State and a US Navy recruitment center in San Gabriel, California. While in the recruitment center, Chen obtained personal information for recruits that he appears to have transmitted to an MSS intelligence officer in China. Chen received instruction from the MSS on how to engage and recruit future sailors and methods for minimizing his risk of exposure. Eventually, Chen began contacting a Navy employee over social media and provided information about the employee to 🇨🇳 MSS. Chen traveled to Guangzhou and met with 🇨🇳 MSS intelligence officers in April 2024 and March 2025 in order to discuss compensation and specific taskings.
Lai traveled to Houston, Texas, in April 2025, claiming that the purpose of his visit was related to his business as an online retail seller, and that he would be staying in the Houston area for two weeks. However, on May 9, 2025 — more than four weeks after his arrival in the US — Lai traveled by car with a companion from Houston to Southern California, via New Mexico and Tucson, Arizona, before returning to Texas, on May 15, 2025.
Chen and Lai are charged with violating Title 18, United States Code, Section 951, which makes it a crime for a person to operate or agree to operate within the US as an agent of a foreign government without notification to the Attorney General of the US. If convicted, the defendants face a fine of up to $250,000 and a term of imprisonment of up to 10 years.
