Johannesburg's leaders are clueless. When the taps run dry, you fix the reservoirs, the treatment plants, and the distribution network. You don't buy a fleet of water tankers. You don't put a bucket under a leaking roof and call it a repair. You fix the roof. Politicians keep dodging permanent solutions because temporary ones pay better. It's embarrassing to watch the standards in Johannesburg fall.
