Ok so completely out of left field, more Cartoon Network Leaks being sent around of Total Drama Island confirm a long standing urban myth:
Heather was originally animated topless during a scene before being blurred later.
It's been discovered in one of the FLA rig leaks that they did in fact model her bare breasts.
These layers of the model were "unlinked" in the file, meaning they did not appear in any scene, or "Stage."
But this doesn't mean it's deleted, and people were able to recover all the "unlinked" assets in this particular FLA, which is where they found all three breast models.
