According to @save_children more than 100 humanitarian, human rights, and other civil society organizations say that 1 year after the Gaza ceasefire agreement was reached, it exists in name only, with Israeli forces continuously killing Palestinians in Gaza daily.
Canada must pursue concrete accountability measures, including expanded sanctions, a comprehensive arms embargo, and support for independent investigations and international judicial mechanisms addressing violations of international law.

CMPAC congratulates Navi Pillay, former UN High Commissioner for Human Rights and Chair of the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, on receiving the 2026 Nobel Peace Prize.
Under Pillay’s leadership, the Commission concluded in September 2025 that Israel had committed genocide against Palestinians in Gaza, documenting genocidal acts, including killings, serious bodily and mental harm, the deliberate imposition of destructive conditions of life, and measures intended to prevent births.
This recognition reinforces the importance of international accountability and the obligations of states under the Genocide Convention.
We call on Foreign Affairs Minister @AnitaAnandMP to ensure Canada translates these obligations into concrete policy, including reviewing and suspending the Canada–Israel Free Trade Agreement (CIFTA), expanding sanctions and meaningful cooperation with international accountability mechanisms.

CMPAC is deeply concerned by Prime Minister Mark Carney’s October 7 statement, which commemorates Israeli victims while making no acknowledgment of the 73,000+ Palestinians killed, the widespread destruction of Gaza, or the grave violations of international law committed by Israel over the past three years. This omission is particularly troubling given Canada's stated commitment to universal human rights and international humanitarian law.
The October 7th attack cannot provide legal or moral justification for Israel's subsequent military campaign, collective punishment, mass displacement, and destruction of Palestinian civilian life. Any framework that invokes security or grievances to excuse violations of international law undermines the very principles this country repeatedly claims to uphold: respecting human rights and the rules-based international order.
CMPAC unequivocally condemns all forms of hate including antisemitism, and affirms the right of Jewish Canadians to safety, dignity and equal protection. Conflating legitimate criticism of the Israeli state with antisemitism undermines efforts to confront genuine anti-Jewish hatred, risks treating Jewish Canadians as collectively responsible for the actions of a foreign government, and threatens the fundamental freedoms of those advocating for Palestinian rights.
As Palestinians endure now three years of genocide, Prime Minister Carney’s statement disappoints as Canada cannot credibly invoke universal human rights while selectively recognizing civilian suffering or applying inconsistent standards of accountability.

CMPAC is deeply concerned by Public Safety Canada’s National Commitments to Combat Antisemitism Summer 2026 Progress Report that centres the questionable IHRA Working Definition at the core of the framework for understanding antisemitism, and further expands the definition to include anti-Zionism.
The report explicitly identifies “anti-Zionism” as a “contemporary manifestation of antisemitism” and documents the expanding use of the IHRA Working Definition across government, law enforcement, prosecution, and public institutions.
Conflating opposition to Zionism with hatred or discrimination against Jewish people risks collapsing the important distinction between political expression and antisemitism. This is especially concerning as the IHRA framework becomes increasingly embedded in institutional training and operational guidance for police and prosecutors.
CMPAC is further concerned that a framework with potentially significant implications for Palestinian, Arab, Muslim, and civil-liberties communities has been advanced without meaningful consultation with those communities. CMPAC has a clear stance against all forms of hate, including antisemitism, and supports initiatives that combat all forms of hate including antisemitism. But this must not come at the expense of protected freedom of expression, legitimate advocacy for Palestinian rights, and the ability to criticize the policies and actions of any state, including Israel and Canada.

The violent threats sent last week to nine Islamic schools across Ontario, British Columbia and Quebec threatening the “slaughter” of Muslims and declaring an intent to make Canada “Islam free” are a deeply disturbing manifestation of the growing climate of Islamophobia in Canada.
These incidents cannot be treated as isolated acts of individual hatred. Police-reported hate crimes targeting Muslims increased by more than 170% between 2020 and 2024, while Muslim communities continue to experience Islamophobia at individual, societal and systemic levels.
Reactive measures taken after threats occur are necessary for immediate community safety, but they cannot become a substitute for addressing the conditions that allow anti-Muslim hatred to grow and persist. The continued escalation of anti-Muslim hate underscores the inadequacy of the government’s current approach to Islamophobia. lslamophobia must be understood as a systemic phenomenon that can be reproduced through institutions, public policy, political discourse and broader social narratives about Muslim communities. A meaningful response therefore requires governments to move beyond episodic condemnation and reactive security measures and toward sustained, preventative action that identifies and dismantles the structures and practices through which anti-Muslim racism is normalized and reproduced.
As outlined in CMPAC’s Combatting Islamophobia: A Policy Handbook, meaningful change requires long-term institutional reform, accountability, prevention, meaningful engagement with Muslim communities, and a coordinated whole-of-government strategy that addresses Islamophobia at its roots. We call on the Canadian government to implement an all-government strategy to combat Islamophobia informed by the recommendations of CMPAC’s Combatting Islamophobia Policy Handbook.

The Canadian Muslim Public Affairs Council welcomes Prime Minister Mark Carney’s commitment of $100 million in a new assistance package for Palestine. At a time of an ongoing humanitarian catastrophe in Gaza as a result of the ongoing genocide by Israel, it is critical that Canada supports immediate humanitarian relief and efforts to improve the immediate living conditions of Palestinians. According to the UN Office for the Coordination of Humanitarian Affairs, 93% schools in Gaza have been destroyed and 577 out of 663 hospitals are either partially functional or non-functional. 73,669 Palestinians have been killed since October 2023, and 1,386 since the October 2025 ceasefire, while 1.9 million people remain displaced.
We encourage the Canadian government to go beyond humanitarian assistance and support the long-term reconstruction and development of Gaza. Rebuilding essential infrastructure, homes, schools, healthcare facilities, and other public services will be critical to ensuring Palestinians can rebuild their lives and communities.
We note that $20 million of the $100 million commitment will support peace and stabilization initiatives, including the training of Palestinian police forces in the West Bank. Any Canadian funding for security-related initiatives must be fully transparent, revealing where and how the funding is being used and meeting Canadian humanitarian standards.
We appreciate Prime Minister Carney’s efforts to advance a political solution to the ongoing genocide experienced by the Palestinian people. Any lasting political solution must respect the Palestinian people’s right to self-determination, protect their rights and fulfill their aspirations. Canada must continue to support an independent, viable Palestinian state that represents all Palestinians.

This weekend’s Migrant Rights Network actions across 11 cities brought together thousands of people calling for an end to deportations, protection from exploitation, and a fair pathway to permanent residency for migrants already contributing to our communities.
CMPAC supported the demands of migrant communities in calling for immigration policies that uphold human rights, keep families together, and protect people from exploitation and discrimination. CMPAC stands with migrants, refugees, and migrant workers demanding dignity, equal rights, and permanent status in Canada.
