Good question. Energy expansion and climate resilience can no longer be treated separately. Integrating a "vulnerability test" into energy projects isn't about slowing down development, it's necessary to de-risk high risk projects.

A difficult question for African leaders and policymakers is, if climate change is already threatening food security, infrastructure, water systems and livelihoods, should every new energy investment be judged only by how much energy or revenue it produces or also by how much climate vulnerability it creates?
The answer will shape Africa’s development trajectory for decades.
