That tackle meant to hurt Dowman.
He won the ball very cleanly and tough. That’s fair.
But the scissor isn’t and if Dowmans leg gets stuck in the ground, that can be very serious.
He meant to stick one on Dowman. So it’s fair game for Dowman to react. And he didn’t react dangerously or kick. It’s more a shove with his leg.
Then a pathetic reaction from the Fleetwood players tbh. What bullies do. Instigate, pick on the little one, then cry wolf when there’s a reaction.

Disgusting tackle by the Fleetwood player, he should've been sent off, not Max Dowman!
Max could've been seriously injured... we had 'tackles' like this that snapped legs and ended careers against us in the past... the ref was a disgrace!
