Quick thoughts on today's fiscal devolution roadmap, building off our four tests:
1. This is the end of the beginning for fiscal devolution. Government now accepts fiscal centralisation is a national economic problem - and over the longer term there is more fiscal devo to come
Centre for Cities set out four tests for the fiscal devolution roadmap earlier this week.
We’re interested in fiscal devolution first and foremost as a means by which to unlock economic growth. So how does the roadmap look through that lens?

"That's £500 going into the pockets of over 200,000 families" ~ Mayor @bevcraig on free bus travel for 16–18 year olds in greater Manchester 🚌
Only London, Bristol and Leeds have an above-average share of higher-paid jobs among Britain’s ten largest cities.

NEW REPORT | Mayors have big plans for trams, rail and roads. But building transport in England is slow and costly. Licence to build sets out how devolution can help mayors deliver 👇

Mayors face four interlocking barriers: powers at the wrong geography, slow and uncertain planning, reliance on central grants, and limited capacity.
Fixing one alone will not be enough.
We recommend devolving tram approvals to mayors, giving them London-style powers over key roads, letting mayors keep a share of income and corporation tax alongside stronger borrowing powers, and boosting mayoral capacity funding.
