There is an FBI designation beyond "prohibited access" that people have not yet discovered. If the material is considered too detrimental to the continuity of govt., the records are transferred to the CIA vault.

My suspicion is the “Prohibited Access” function was used from the start of CH in late summer 2016 to prevent inadvertent discovery of what a very small team was doing, run out of HQ and supervised by McCabe.
But that carried over after Trump was elected and Comey expanded the investigation, leading to his firing and Mueller’s appointment.
Then I think it persisted to hide what everyone recognized was a huge liability for those involved after Strzok and McCabe were fired, and the Mueller SCO transitioned to an obstruction investigation.
It became a vehicle to avoid accountability, and so long as only a small handful knew what was hidden, most could ride out the time to retirement.
