Two years in prison for possession. Five for publishing. The UK is about to start enforcing a new ban on strangulation-themed adult content this autumn, and the regulator meant to enforce it still doesn't have the guidance to do it.
The UK Ministry of Justice says it plans to start enforcing the new Crime and Policing Bill offense on strangulation themed adult content this autumn, according to Lord Gerard Lemos in the House of Lords.
Possession can carry up to two years in prison. Publishing can carry up to five. The offense sits under the Online Safety Act, and Parliament passed it in April without a start date.
Ofcom, the regulator that would enforce it, is still waiting on government guidance covering how it should assess content and whether other agencies will take part.
The same bill also bans adult content showing adults playing characters under 16. That offense has no start date yet either.

Under the UK's new law, someone who lawfully purchased consensually produced adult content in 2025 could face criminal liability for keeping the same content after November 6, 2026, even if they bought it directly from the performers depicted. The maximum penalty is two years' imprisonment.
Adults producing content with other consenting adults and selling it to consenting adults is now a crime in the UK if the content is not approved by the paternalistic government.
