Last night, the Russians struck a civilian enterprise in Kamianske, in the Dnipro region, killing four people and injuring five others. My condolences to their families and loved ones. Ordinary residential buildings were damaged in many regions – in Kherson, Boryspil, and the Kharkiv region. In Sumy and Mykolaiv, drones struck shopping malls. There were also demonstrative Russian strikes on our airports overnight – in Kyiv and Boryspil. Deliberate, for the first time in a while. Clearly, these Russian strikes on the airports are a reaction to the discussions and preparations for the possibility of the U.S. side using an aircraft to travel to Ukraine and land at Kyiv Airport or Boryspil Airport. Russian-Iranian “shaheds” in response to American diplomacy. We have taken note of this Russian move, and next week we will adjust our operation accordingly regarding Russian airspace, which has become dangerous because of our drones and missiles in the sky. Of course, there are and will be no threats to diplomacy from our side. Ukraine is interested in bringing peace closer. Russia will be held accountable for what it does. I spoke with the Head of the Security Service of Ukraine, Oleksandr Poklad. Unfortunately, a Russian drone struck the central building of the Security Service of Ukraine on Volodymyrska Street in Kyiv, across from St. Sophia Cathedral. All emergency services are on the scene. Everyone affected will receive the necessary assistance. The drone was aimed directly at the office of the Head of the Security Service in that building. I instructed Poklad to deliver an appropriate, tangible response and, where possible, one that mirrors this strike, to the Russians once everything is ready. Our military will support this response. Prime Minister of Ukraine Sergii Koretskyi reported on the preparation of response measures to Russia’s changing tactics in its attacks on Ukraine – specifically, its use of drones to wear down civilian life in our cities and disrupt normal economic activity across our country. First, the systems for alerting the public about existing threats will be revised. People need to understand very clearly what exactly they are supposed to react to and how. Two levels will be introduced to indicate specific threats – yellow and red. The General Staff and the Air Force of the Armed Forces of Ukraine, together with the Government, the Ministry of Defense, the Ministry of Internal Affairs, and the State Emergency Service of Ukraine, will determine each week which threat indicators will trigger a yellow or red alert level. As a general rule, a yellow level will indicate a drone raid, while a red level will indicate a missile threat, including the threat of ballistic or large-scale attacks. The sounds used to signal air raid alerts will also be changed according to whether the threat level is yellow or red. The air raid siren to signal “all-clear” has already been discontinued – the siren is now sounded only when an air raid alert is announced. Work is underway to introduce clearer sound signals for air raid alerts, differentiated according to the level of threat. The main goal of these changes is to give people and businesses in Ukraine more predictability and a better understanding of how to react in each specific situation. I have also instructed officials to develop clearer geographic differentiation of air raid alerts – so that alerts are issued, and reactions are required, specifically in the areas where there is objectively a threat. Second, the Government of Ukraine and local authorities, together with the military, the Ministry of Internal Affairs, and the State Emergency Service of Ukraine, must establish clear criteria that will allow government institutions, local authorities, businesses, and other designated economic and social facilities to continue operating during a yellow-level threat. The Government of Ukraine, together with local authorities, will update the standards for the placement of shelters in cities and communities, as well as at infrastructure facilities, including mobile shelters for the protection of people. I have instructed the Prime Minister to prepare additional support measures for businesses that will allow the rapid expansion of modular shelter deployment and ensure that premises can be equipped in line with the updated safety requirements. Third, the operating procedures for public transport in Kyiv during air raid alerts will be reviewed. In particular, during a yellow-level threat, the Syretsko–Pecherska metro line will operate in full. Kyiv has been instructed to significantly increase the number of surface public transport vehicles to compensate for suspensions during air raid alerts on the Sviatoshynsko–Brovarska metro line and to provide a surface transport alternative along the corresponding metro route between the Lisova and Dnipro stations. Curfew hours in Kyiv will also be reduced. Authorities in other cities will be invited to review their curfew hours, taking into account people’s actual security needs and the need for businesses to keep operating. Fourth, we have determined that the rules governing the education sector, including schools and kindergartens, will remain unchanged. It is important that the education process is organized in the interests of children and parents. The Cabinet of Ministers will provide additional financial support measures for medical institutions to maintain an adequate level of operation across Ukraine’s state and municipal healthcare sectors. Fifth, a weekly process is being introduced to audit the existing threat-response procedures, review the relevant measures, and hold consultations between the Government of Ukraine, local authorities, and businesses. The necessary military and security agencies, as well as state-owned companies, will be involved in this work. At every level across our country, protective measures to save lives must be updated on time in line with the specific realities in our cities and communities and the need to ensure that the economy continues to function and that social activity is maintained in our cities and communities. And today, we can all see the results of this work – on the ground, at sea, and in the sky. Ukrainian strength that we saw today on Khreshchatyk, on the Dnipro, and in our skies is the first-ever drone parade of its kind. Ground robotic systems – Termit, Rys, Simba, Ardal, Zmiy, and Ratel. Our fleet, which Ukraine created during the great war – Ukrainian naval drones. Sea Baby, MAGURA, and Sargan. Our aerial target interceptors – P1-Sun, Litavr, and Sting. Ukrainian bombers – Vampire, Lasar, and Heavy Shot; SHARK and LF-400 reconnaissance drones; our long-range sanctions – Morok and Sichen. And this is only part of what Ukraine can already be proud of. Ukrainian might. What we use to protect the lives of our people. What makes this war distinctive now. And what, after this war, will enable Ukraine to become a true security provider. This is the common language we do not always speak with one another. But it is the language we know how to use when we speak to heaven about what matters most. Speak more about Ukraine, do more for Ukraine, visit Ukrainians whenever possible. Because today, all of us seek not only peace on our land; we are fighting for the security and future of Ukraine, Europe, and the entire world, where not war and fear should prevail, but the best in people: respect, kindness, and every person's right to life. Let us pray today for three important things. For those in captivity – that they may make it through. For those in battle – that they may return. And for peace for Ukraine – just and lasting.

My main task for the Minister of Defense of Ukraine is to put our defense system, our production and procurement system, and our supply system to the troops on a truly effective footing, so that those defending life in Ukraine have everything they need to repel Russian attacks, hold our positions on the front, and carry out our active operations. Yevhenii Khmara proved through his service with the SSU’s Alpha Special Operations Center that he does not speak lightly and knows full well that occupiers are not defeated with empty promises.

I held a Staff meeting. For the first time in this Staff format, the new Commander-in-Chief of the Armed Forces of Ukraine, Mykhailo Drapatyi, reported on the situation at the front. The key sectors, with particular attention to Slovyansk and Kostiantynivka, as well as the Zaporizhzhia direction. I am grateful to all our units for eliminating Russian occupiers and repelling assaults. The situation at the front is tough, and we will look for opportunities to expand all programs supporting Ukrainian units. We discussed the implementation of our long-range sanctions plan against Russia for its war. Implementation is sufficiently steady – the objectives are being achieved. We also discussed in detail the logistical challenges, Russia’s strikes on Odesa and the region, on port infrastructure, and the maritime corridor. There were reports from the relevant agencies: the Ukrainian Navy – Oleksiy Neizhpapa; the Defense Intelligence of Ukraine – Oleh Ivashchenko; and the Government of Ukraine – Sergii Koretskyi. The Prime Minister reported on work with the partners in our region that can expand cross-border cooperation with Ukraine. I am grateful to our neighboring countries for their readiness to provide real assistance. Next week, I expect to receive from the Government a clear list of measures to ensure the diversification of export routes. Effective cooperation on grain exports and ensuring normal logistics is a contribution to global food security and to preventing a cost-of-living crisis from spreading in countries and regions bordering Europe, particularly in the Middle East and countries in North Africa. Any social instability there caused by a possible rise in food prices and the overall cost of living would mean new tangible risks for Europe. Every such crisis in regions neighboring Europe triggers additional waves of migration. Therefore, genuinely guaranteeing food security and protecting against Russian terror targeting the agricultural sector and maritime trade routes is in the direct interest of all of us in Europe. There were also intelligence reports on Russia’s intentions to launch further strikes against Ukraine and our vessels. We are preparing countermeasures. Today, we updated the list of requests from Ukraine’s Defense Forces for the supplies they need from our partners. I will speak with leaders about this. Glory to Ukraine!

I received a report from Air Force Commander Anatolii Kryvonozhko. The Russians prepared a massive attack several days ago, and there is a high probability that the strike will be carried out tonight. It is important that our partners fully understand what is happening and that the protection of lives directly depends on their readiness, or lack thereof, to help us with air defense missiles. First and foremost, this concerns the United States and those partners that have Patriot missiles and can provide them to support our defense. Every partner knows what is needed and fully understands the consequences of marking time. Please, in all regions of Ukraine, pay attention to air raid alerts today and stay safe.

He alone is the reason this war began and hasn't ended. Putin alone is responsible for the losses Russians continue to suffer. His retinue understands this – they are signaling it to us and to our partners. Russian society is beginning to feel it more and more as well. We need decisions to bring about peace.

I am grateful to all Americans who are currently working on a bill to strengthen sanctions and other pressure on Russia for this war. Senator Lindsey Graham worked very hard to prepare a strong bill, and we discussed this with him during our meetings. I remember how important this was to him, and this really can expand the tools available to force Russia toward diplomacy and peace. Everything that reduces Russia’s revenues also reduces the ability to continue the war against Ukraine and against life. I greatly appreciate that the White House sees the need for this bill. The President of the United States is exactly the person whose strength can bring peace closer. Everything that truly adds strength for the sake of peace is helpful. Thank you!

As of now, two people are confirmed to have been killed in Kyiv in last night's Russian missile strike. My condolences to their families and loved ones. Five people have been injured, including a child. The Russians have damaged a residential high-rise, warehouse facilities, and vehicles. Russian strikes on the Kharkiv region have left four people injured. The region was attacked with drones and a guided aerial bomb. Ordinary homes and entirely civilian sites have been damaged, including a movie theater and tennis courts. In Sumy, a public park was struck, and in the region, a tractor brigade was targeted. Apartment buildings were damaged in Zaporizhzhia. Damage has been reported at power grid facilities in the Vinnytsia, Zhytomyr, Mykolaiv, and Donetsk regions. In total, the Russians launched 13 missiles, including eight ballistic ones, and 151 drones. This was already the sixth ballistic attack on Kyiv in July alone. Moscow is counting on ballistic terror and continues its strikes, so it's critical now to speed up deliveries of interceptors for our air defense. Every package matters, and everything we have agreed with our partners must arrive on time. The swiftness of these deliveries helps save our people’s lives and takes the fight out of Russia. It has been a great honor to serve the Ukrainian people as the Minister of Defense. Here is what our team managed to achieve: 1. Disabled Starlink access for Russian forces. 2. Took over a Ministry of Defense with zero budget, took a risk, reallocated funds from payroll from the end of the year, and effectively invested them in mid-strike capabilities, fiber-optic FPVs, low-cost reconnaissance, ground robotic platforms, interceptor drones, and deep-strike drones. 3. Launched "Logistical Lockdown", this cut off enemy logistics and initiated the isolation of Crimea. 4. Continued the funding program for the Drone Line. 5. Launched a support program for modern drone-assault units that rely primarily on advanced technologies in combat. 6. Introduced a 70% advance payment policy for procurements made via e-Points on the Brave1 Market portal. 7. Fundamentally overhauled the procurement system. 8. Procured thousands of pickup trucks, buggies, and ATVs for the military for the first time—and did so through open tenders. 9. The drone interception rate rose from 83% to 91%, and the cruise missile interception rate soared from 47% to 87%. 10. Contracted Patriot PAC-2 GEM-T missiles for the first time, and submitted an application through an EU loan to purchase PAC-3 missiles. 11. Launched a baseline drone supply system for brigades and corps. 12. Launched a massive grant program for manufacturers of explosives and missiles. 13. Initiated an unpopular but vital transformation of the military. 14. Conducted three UDCG meetings, where we successfully broke through the Russian information trap claiming our defeat, restoring partners' faith in Ukraine. This secured $40 billion in support announced for this year (excluding the EU loan). 15. Launched the mechanism to utilize the EU loan for our military priorities. 16. Found a way to scale cheap missiles against jet-powered Shaheds and signed a record-breaking contract. 17. Our domestic ballistics. We radically revised the technical specifications, maximized accuracy, and reduced the cost by 30%. 18. Signed a contract to procure Gripen fighter jets. 19. Collaborated with the military to plan and execute Operation Auchan, which halted the enemy's mechanized offensive for six months. 20. Opened up exports under the Drone Deal program to attract investment and scale up domestic defense-industrial complex (OPK) production. 21. Launched the Trophy Lab, providing partners with the opportunity to study captured Russian military technologies. 22. Launched the Defense AI Center A1 to accelerate the integration of artificial intelligence on the battlefield. Thank you to my entire team for their relentless 24/7 service. For the first time, Ukraine is developing its own ballistic missiles and deep-strike capabilities. These are not merely systems under development, but real capabilities that are already operational and reaching distances that were previously unattainable. 2,884 kilometers. That is the distance from here to the Omsk oil refinery. A historic range. Historic precision. And unlike Russia, which wages war against residential buildings, schools, and churches, Ukraine strikes the “sponsors” of Putin’s war and the tools that help him kill. Some say that, with modern technology, we are sending Russia back to the Middle Ages. Others recall Napoleon and the days when Moscow was ablaze. But for Ukraine, it is not grand rhetoric that matters – it is the result. Our ultimate goal is not Russia without gasoline, but Ukraine without Russia. Ukraine without war. Ukraine with Europe. Deeply saddened by the news of the passing of United States Senator Lindsey Graham. Lindsey was a true defender of freedom and the values that make our world safer. He visited Ukraine ten times during the years of Russia's full-scale invasion and was here with our people when it was most needed. We remained in constant dialogue, and I will miss our conversations. We met twice in just the past week. A staunch advocate for bipartisan and bicameral support for Ukraine, in recent weeks, he had been working on important initiatives that could help bring peace closer, including stronger sanctions against Russia. We will always be especially grateful for the recognition of our people and words of admiration for the courage of Ukraine’s defenders. America and the world have lost a determined leader. Our condolences go out to Lindsey’s family, loved ones, and everyone who had the privilege of working alongside him.

Eleven people, including a child, have been injured in Kyiv during last night's Russian attack. Civilian infrastructure was hit even before the air raid alert was issued. Emergency crews are working at the sites of the strikes – apartment buildings, offices, and a theological seminary were damaged in the capital. Recovery efforts are also ongoing in the Odesa, Sumy, Kharkiv, and Chernihiv regions. Over the course of the night, Russia launched more than 120 drones and 12 missiles, half of them ballistic. Our defenders managed to shoot down most of the targets – but not the ballistic ones. We expect our partners to deliver on their promises regarding support packages agreed at the NATO Summit to help protect our people. We must move as swiftly as possible on licensing agreements for Patriots and the joint European anti-ballistic defense project. Currently, the top priority for all our institutions is to make this happen.
