Report raises concerns over political control of China’s organ transplant system
On October 20, 2026, the International Coalition to End Organ Transplant Abuse in China (ETAC) published the first report in its “Red Flags” series, written by Sarah Cook. It examines the Chinese Communist Party’s influence over the medical profession and organ transplant sector.
The report identifies 19 cases across 12 provinces where transplant surgeons or transplant centre directors are reportedly CCP members. Six of them held party secretary or deputy party secretary roles at their hospitals. It also says the bodies that would oversee organ procurement and transplants, including hospital ethics committees and professional organisations, sit within the same political hierarchy. That, it argues, makes independent verification of voluntary donation impossible, and Beijing’s claims of reform can’t be checked.
Some of the surgeons and administrators are linked to hospitals and transplant programs in areas with many prisoners of conscience, including East Turkistan and parts of northeastern China where Falun Gong practitioners live. The article recalls the March 2020 China Tribunal, an independent people’s tribunal, which concluded that forced organ harvesting from prisoners of conscience was widespread. It named Falun Gong adherents as a primary source and documented findings on medical testing of detained Uyghurs.
ETAC calls for independent oversight, verification of organ sources, protection for healthcare workers who report abuses, and ethical re-evaluation of foreign collaboration with Chinese health institutions. Beijing says organ donation is voluntary and the system has been reformed.

The CCP's human rights atrocities cannot be overstated.
Organ harvesting is one of their most vile practices.
They won't stop. Federal sanctions should be imposed on participating docs and hospitals. States should ban insurance coverage for organ transplants in China.
My latest report is out today! New investigation finds CCP control embedded across China’s organ transplant system. We found 19 cases of transplant surgeons or center directors who are CCP members across 12 provinces. Raises serious questions about claims of reform. @ETAC_Global

1/ Across 12 provinces, 19 identified transplant surgeons or center directors are Chinese Communist Party members, including six who hold senior Party leadership positions. These doctors are bound by a lifelong oath to remain loyal to the party and protect its secrets.

4/ The NODTC chairman is Huang Jiefu, who has held senior roles in China’s organ transplant system for more than 20 years. Who served as Vice-Minister of Health 2001 to 2013, during a period of sharp growth in organ transplant numbers. In March 2013, Huang told Guangzhou Daily: “Last year [2012], I did over 500 transplant operations. The one done in Guangzhou in November was the first one donated by a citizen.”

5/ There is no external point of accountability across the transplant system: “The entire chain of activity—from the identification of a potential organ donor, through procurement and ethical review to allocation and transplantation—occurs within institutions operating under the CCP’s direct political leadership.”
Cook's Jamestown article builds on the findings of Part 1 of ETAC’s investigative series, Red Flags: Indicators of Ongoing Transplant Abuse in China.

International human rights advocates visiting Australia have reported experiencing China-linked transnational repression.
At a rally outside Parliament House in Canberra, international human rights lawyer David Matas described his own experience:
“I myself in Australia have been the target of this transnational repression. I have been denied available venues and have had originally committed venues cancelled on a number of occasions in this country when I wanted to speak about forced organ harvesting in China with Falun Gong victims…”
@AusFedPolice and @USEmbAustralia have both recently published information about transnational repression.

Breaking the Silence on Forced Organ Harvesting in China
In June 2024, the G7+7 petition was initiated to speak directly to the G7 leaders and bring them the voice of the people of free and democratic countries, asking them to stop forced organ harvesting in China by learning about Falun Gong, its practice, its belief and how the Chinese Communist Party has persecuted Falun Gong for 27 years. This petition will break the imposed silence.

Don't be fooled. Chinese officials are masters of making CCP controlled entities appear 'independent'. Here's a list from my latest investigation on the transplant sector in #China via @ETAC_Global. It's one of my favorite graphics from the report.

Doctors in China are more likely to stay silent in the face of forced organ harvesting and other transplant abuses rather than speak out for victims, due to the tight grip of the Chinese Communist Party (CCP)on the medical sector.
