We are moving closer to an enlarged European Union.
President von der Leyen announced in her State of the Union address that we will soon propose roadmaps for the most advanced candidates.
They will set out a clear priority list: timelines and deliverables to help the most advanced candidates complete the necessary reforms.
This clarity will help us prepare to seize the momentum of enlargement and strengthen our Union.

Russiaโs terror is intensifying. 436 innocent people were killed in July alone.
Ahead of winter, we need to make sure Ukraine has the means to protect its people and energy infrastructure.
We also need to make sure Europe can act effectively in a turbulent world.
This is even more important as we enlarge. A bigger Union must remain a Union capable of acting.

Good-neighbourly relations are an essential part of the path towards EU membership.
With Croatian Foreign Minister @grlicradman and Montenegrin Deputy Prime Minister @ErvinIbrahimov1 at the Bled Strategic Forum, we discussed current challenges in Southeast Europe and the strategic momentum behind EU enlargement.
This positive momentum now needs to be translated from commitments into action.

The Montenegrin Parliament voted with an overwhelming majority to strengthen the independence of the judiciary and the Central Bank in their constitution.
This is another big step for Montenegroโs European path.
It shows a broad consensus and is a major step towards closing the all-important fundamentals chapters.

IRINI and European countries have inspected sanctioned vessels linked to Russiaโs shadow fleet โ ageing, opaquely owned tankers used to evade sanctions and transporting aboard individuals with links to the Russian private military groups.
EUNAVFOR MED IRINI is the EUโs naval operation in the Mediterranean, monitoring shipping and carrying out boardings and inspections to help enforce international rules at sea.
This is about protecting international security, seas, and environment.

Parliament welcomes Montenegro's steady progress on EU-related reforms and its ambition to conclude accession negotiations by the end of 2026 and become the EU's 28th member state by 2028.

Sanctions enforcement extends beyond ports.
At sea, authorities verify documentation, vessel identity and flag status to ensure compliance with international and EU measures.
During its latest Flag Verification Boarding, the EUโs Operation IRINI identified documentation inconsistencies that reinforced suspicions that the sanctioned MV SOUTH STAR was operating without nationality.
