The number itself is not publicly registered to a named person. The script is. Your text — “Hey it’s David. We are gathering input from Americans on the relationship with Israel. Can we chat? Stop2End” — is the same opening used since late 2025 in a pro-Israel texting operation. Documented variants use “John with Friends for Peace,” “Matt” with Partners in Peace, and “Sarah,” all ending in Stop2End and asking to chat about the U.S.–Israel relationship. Those names are fronts. In at least one exchange the sender said they “use different names.” Responsible Statecraft, later confirmed in a co-publication with The Intercept, tied that campaign to Brad @parscale ’s firm Clock Tower X and its subcontractor SparkFire Technologies. Clock Tower X registered under the Foreign Agents Registration Act (FARA No. 7649) for the Israeli Ministry of Foreign Affairs, contracted through Havas. The contract started at $6 million in September 2025 and was raised to $9 million in December. FARA supplements show about $6 million of those funds directed to SparkFire for AI chatbot mass texting. The bots open as a survey, then push pro-Israel talking points and links to Clock Tower sites and videos such as Allies for Peace. The numbers used are VoIP, not ordinary mobile lines. (817) 200-4915 fits that pattern and does not identify a person. It is an Arlington, Texas rate-center number on Level 3 / Bandwidth.com, a wholesale VoIP carrier. It has a handful of FTC robocall complaints from September 2026. Reverse lookups do not attach it to Clock Tower X or SparkFire by name. So: same campaign script, same Stop2End opt-out, same VoIP setup as the Parscale/Clock Tower X/SparkFire operation paid by Israel.
