The vast majority of people experiencing homelessness in LA County had worked in California before they enrolled in homelessness services, according to new research we released yesterday. The research challenges a common misconception that people experiencing homelessness are disconnected from the labor market. It also showed that people who worked earned about 20% of the median income in the county. It also suggests an opportunity to pair homelessness services with workforce programs to help stabilize incomes and housing. CPL released the new findings yesterday at an event co-hosted by Chrysalis, a nonprofit that serves people navigating barriers to the workforce. Read the policy brief: capolicylab.org/employment-a…

New research today from Brett Fisher and me, showing who left -- and entered -- the Bay over the last dozen years, and how affordability plays into those decisions. We find dramatic increases in homeownership for people leave the Bay. Who is priced out may not be who you think.
NEW🏠RESEARCH: Moving out of the San Francisco Bay Area can dramatically lower your housing costs and increase your likelihood of becoming a homeowner, according to a new CPL report. But movers also often encounter tradeoffs in their new communities, including lower quality schools, greater climate vulnerability, and lower average incomes. capolicylab.org/priced-out-o…

Important 🚨new research🚨 from our homelessness team as the current federal admin casts doubt on the effectiveness of rapid re-housing.
📊New Research: A California Policy Lab study in the August issue of the Journal of Urban Economics shows that Rapid Re-Housing can reduce homelessness long after rental assistance ends. Following participants in Los Angeles County for four years, researchers found: ->30% reduction in future homelessness for single adults and youth ->25% reduction for families ->No evidence that short-term rental assistance reduced employment or earnings See more: capolicylab.org/does-rapid-r…

🚨New research🚨 Using SNAP helps students finish college. The gains are modest (+4-5%), but SNAP is cost-effective compared to other options and has, of course, the (main) benefit of also keeping students fed and out of poverty. So why make it so hard for students to use SNAP??
We're excited to share this new research showing that community college students who receive #CalFresh are more likely to stay on track academically and to return for a second year. I was on KTVU this morn discussing our new data tracking the CA's financial health. Two diverging trends: (1) a resurgent mortgage market, led by large home loans in the Bay, (2) more folks falling behinds on debts, especially student loans. This K-shaped recovery is hurting CA.
NEWS: The California Credit Dashboard was updated with data through Q4, 2025 today. The updated data show diverging trends for Californians, with a few getting ahead (esp. in the Bay Area), but many also falling behind on their bills: capolicylab.org/news/califor…

Some new evidence from CPL on housing vouchers. Recipients are more likely to desist from crime. But we found no impacts on behavioral health over 20 months.
In 2019, Sonoma County overhauled its system for awarding Housing Choice Vouchers and more than 12k people signed up for a new lottery. A new study (in Housing Policy Debate) focuses on the outcomes of that lottery and the people who were selected to receive a voucher: capolicylab.org/mitigating-t…

I co-founded CA Policy Lab in 2017. We do inspiring work and fundraise for our whole budget. Your support means a lot to me, and your $ helps us … predict and prevent homelessness in LA … get eligible families on benefits … test policies that reduce crime and incarceration.
If giving is in your holiday tradition, consider a gift to the California Policy Lab for #GivingTuesday. Your donation will help fuel research that leads to practical solutions — so that programs work better, dollars go further, and more Californians have access to stability and opportunity: capolicylab.org/donate/
