Courts said we have the common right to TRAVEL by AUTOMOBILE without needing a PERMIT (see quote below). So federal government (via local policy officers) pretends we're operating a business, specifically a 'motor vehicle'.
Businesses have a net operating income. Some franchise owners are called owner-operators.
Operate first and foremost means to run a business. That business can be a restaurant, taxi, etc.

Inspiring video of citizen asserting right to travel (not drive) in unregistered automobile (not motor vehicle). She asks, "What's the emergency??" LOL. They let her go. 👀 They are a policy force for their employer, Department of Motor Vehicles, and they presume she is one of their drivers in one of their cars. Must rebut that presumption as this woman did!
As for the 'sovereign citizen' overlay (not my doing). The phrase is redundant. State citizens ARE sovereign; we don't have a king. After revolution, and it was a revolution, we created govts (yes we like govt) to protect our sovereignty.
Of course, now the govt workers and politicians want to be kings. The fight never ends!
