Appeal of the #ODEDGUAM Secretary General Altai Efendiev
GUAM Secretariat retweeted
Overnight, Russia launched a massive attack on Ukraine, targeting energy facilities, residential buildings, and civilian infrastructure.
Power generation sites and substations were targeted across nine regions, leaving numerous cities and communities facing emergency power cuts.
In Kharkiv, Russian forces directly struck a city hospital, damaging its cardiology department. At least 73 people were injured.
In Dnipro, five people were injured, buildings were damaged, and rescuers pulled nine people from the rubble.
Meanwhile, the death toll from Russia's attack on civilians receiving humanitarian aid in Komyshuvakha has risen to 29. Five people were injured, and others remain trapped beneath the rubble.
Russia continues to attack Ukraine's civilian infrastructure and the people who depend on it. Stronger air defence remains essential to protect lives, hospitals, and critical services.

Horrified by Russia’s attack today in Komyshuvakha. A school where civilians were receiving humanitarian aid was bombed - and then the shelter where people had taken refuge was struck again. At least 24 lives have been taken. This is terror against people seeking help and safety.
My deepest condolences to their families and to the people of Ukraine. Russia’s deliberate attacks on civilians must have consequences. There can be no impunity for such crimes.

At least 24 people were killed and five more were injured in a horrific Russian attack on Komyshuvakha in Ukraine’s Zaporizhzhia region.
Russian forces repeatedly struck a school where local residents regularly received humanitarian aid. Following the initial attack, Russia dropped nine more aerial bombs on the shelter where people had taken cover.
Rescue teams are still searching for people at the site.
Russia knew that civilians had gathered there to receive humanitarian aid. Yet it attacked both the building and the shelter where people had sought safety.
These killings demonstrate Russia’s disregard for civilian lives. The international response must include stronger pressure on Russia and continued support for Ukraine.

Russia is choosing escalation over peace. Today it hit a passenger train at Dnipro station, killing civilians, and struck homes in Chernihiv and Kremenchuk.
Deliberate attacks on civilians are war crimes. Pressure on Russia must grow. Moldova stands with Ukraine.

At least 17 people have been killed in Russia's latest attacks on Ukrainian cities, including two 15-year-old girls.
In Dnipro, Russian drones struck a railway station, hitting a platform where a commuter train and a scheduled passenger train were standing. At least 13 people were killed and 10 others injured.
In Chernihiv, Russia struck the city centre in broad daylight, when the streets were busy with people. Two 15-year-old girls were killed, and at least nine other people were injured, including children. Homes, businesses, and cars were damaged.
In Kremenchuk, Poltava region, a Russian drone hit a residential apartment building, killing two people and injuring nine, including two children. In Zaporizhzhia, an FPV drone struck a minibus in the city centre, injuring one person.
Russia also attacked a poultry farm in the Kyiv region, where approximately 16,000 birds were kept.
These are ordinary places where people live, work, and travel. Russia continues to attack them, killing civilians and putting more lives at risk.
Russia is not de-escalating its war against Ukraine. Easing sanctions while these attacks continue only weakens pressure on the aggressor. Stronger sanctions against Russia's energy sector and war machine are needed to stop its aggression.

A horrific Russian strike on the railway station in Dnipro. The Russians launched a drone attack on a platform where an ordinary commuter train and a scheduled passenger train were standing. Unfortunately, 13 people have been confirmed killed as of now. My condolences to their families and loved ones. Ten more people were injured. All necessary emergency services are working at the scene.
Just how many terrorist strikes has Russia carried out against our people since sanctions were lifted on certain Russian oligarchs and the Russian energy sector, rather than de-escalating? This is precisely why Ukraine has always said that just and decisive action by America and Europe is needed in response to Russian escalation – sanctions against Moscow and its war machine must not be eased for as long as this Russian war continues. It is time for new, stronger sanctions steps by the EU, the United States, and the G7. I thank everyone who is ready to help in this way.

The number of people injured in the Russian strike on a university campus and the surrounding area yesterday evening has risen to 12. Five of them are students and university staff. While emergency services were helping people and dealing with the aftermath of the first strike, the Russians used ballistic missiles again. In total, 16 ballistic missiles were launched overnight. More than 280 drones as well. Tragically, there have been casualties and hits in Kyiv, including on the South Bridge. A serious escalation in Russia’s operation against our logistics. There were also strikes on the Kyiv, Vinnytsia, Zaporizhzhia, Dnipro, Kharkiv, Odesa, Chernihiv, Sumy, Donetsk, Kherson, and Chernivtsi regions. Almost everywhere, Russia’s targets were the energy sector, logistics, and ordinary urban infrastructure.
The artificial and prolonged delays in the delivery of interceptor packages for Patriot and NASAMS systems, which unfortunately have occurred recently, are directly helping Russia achieve the objectives of its terrorist campaign. Every such delay means another Russian strike on one facility or another. Unfortunately, strikes are taking place every day. Russia is constantly taking new steps toward escalation. Pressure on Russia and real support for Ukraine are needed to change the situation. I thank everyone who truly supports our efforts to protect lives and understands the importance of support packages arriving on time. We must bring peace closer and save lives. Thank you to everyone who stands with Ukraine!

Overnight, Russia has attacked Ukrainian cities and communities with 16 ballistic missiles and over 280 drones.
In Kyiv, a strike hit a university campus, nearby residential buildings, a park, and the area around a metro station. Since the evening of October 27, one person was killed and at least 15 were injured in Kyiv.
In Kharkiv, two people were killed and at least four were injured by Russian attacks. In Dnipro region, three civilians were wounded overnight. Russia also struck other Ukrainian regions, targeting energy facilities, logistics and civilian infrastructure.
As Russia is escalating its terror, Ukraine needs timely air defence supplies and real pressure on Russia to stop its war. Artificial delays in delivering interceptors for Patriot and NASAMS systems are helping Russia carry out its terror campaign. Ukraine must not be left alone to protect lives.

Met with 🇲🇩 Prime Minister Vasile Tofan, @Vasile_Tofan, in Kyiv today.
Ukraine and Moldova are heading to the EU together. Ukraine's accession matters for Moldova's security, just as Moldova's matters for ours. Synchronised integration makes both strategic and economic sense.
We are reinforcing stability in the region: we signed an Agreement on Military-Technical Cooperation, which will bolster our joint efforts to counter Russian threats.
Thanked Moldova for the discounted rail freight rates agreed in response to Russian terror in the Black Sea.
We are ready to extend joint border control to two more crossing points with Moldova, and will sign an agreement on this shortly.
We value our energy partnership, including the arrangements for gas transit via the Trans-Balkan Corridor. Moldovan companies are already using Ukrainian gas storage facilities.
We also agreed to relaunch the Intergovernmental Commission on Trade and Economic Cooperation and the Odesa Triangle format, which brings together Ukraine, Moldova, and Romania. We plan to hold the first Triangle meeting at prime ministerial level.
Thank you to Mr Tofan and the Moldovan Government for the steadfast support of 🇺🇦.

I met with Prime Minister of Moldova @Vasile_Tofan. We discussed many bilateral issues, first and foremost infrastructure projects that can improve the lives of our people. Of course, we also discussed European integration. Moldova and Ukraine are certainly stronger when we move forward on this track together. And it is important that we carry on together, because it is fair.
We also discussed the security dimension: the issue of Transnistria and strengthening our military cooperation – today, the Prime Ministers of Ukraine and Moldova signed a corresponding cooperation agreement. It is important to deliver results for our people and our countries.

An honour to discuss with 🇺🇦President @ZelenskyyUa concrete projects to better connect our countries - bridges, railways, as well as stronger energy interconnections.
We spoke about the joint management of water resources, particularly the Dniester River, alongside new opportunities for businesses from both nations. Another major topic was security, including cooperation to protect our airspace and ensure the safety of our citizens.
Moldova and Ukraine want the exact same thing: peace, development, and a safe, prosperous future for our citizens in the European Union.

Ukraine and Moldova stand united in our pursuit of peace, security, and a shared European future.
During the meeting with 🇺🇦PM @KoretskyiUA, we reaffirmed our commitment to deepening practical cooperation between our nations. We are accelerating key transport and energy infrastructure projects to strengthen regional resilience, streamline border crossings, and support our economies.
Together, as neighbors and future EU members, we are building a safer and more connected future.
