ALT DeepSeek suits both sides of the AI cold war. Within China it’s being lauded as an example of Chinese AI prowess, of catch-up/overtake, and of the impotence or even impetus of US sanctions; within the US and West more generally, it’s a “told you so” moment for those who’ve been using AI cold war rhetoric to prove they were right about the threat from China. This is not just in terms of AI capacity and (maybe) new low-resource development models but also as per the two fears about TikTok: that data from the West will somehow be harvested by the Chinese state; and that it will subtly shape Western users towards pro-China perspectives. It’s been called a Sputnik moment but maybe a better analogy is the US equivalent of China’s DeepMind/AlphaGo moment that (supposedly) persuaded the Chinese government to ramp up AI funding and policy priority.
