Khadar Mohamed Nur: Countries have done their best to implement the declarations and commitments agreed upon during the first East African Dialogue Platform. One of these was institutionalisation, which ensures the sustainability of the initiatives #CitizenTonight

Dr David Nanyende, Technical Officer, NDOC Kenya: For a very long time in the country, the disaster risk management space has operated in a vacuum, where there is no law to guide the processes under disaster risk management. The Disaster Risk Management Act comes into place to create the institutionalization of the disaster risk management agency, where it creates the National Disaster Risk Management Authority for purposes of coordinating disaster risk management in the country #CitizenTonight

Purity Tumpes: Some of the early signs of drought we observe include water shortages, changes in the colour of pasture, a drop in milk production, strong winds and cracking soil. When these signs appear, people come together to plan #CitizenTonight

Dr Banak Joshua: Anticipatory action is the best way to save lives and livelihoods. It must therefore be anchored in the country’s legal system. We have incorporated this into the legal framework in South Sudan #CitizenTonight

📹 Implementing Anticipatory Action: Regional governments are increasingly adopting anticipatory approaches to reduce the impact of hazards such as urban flooding, drought, and extreme heat. In a changing climate, risk management must shift from reacting to disasters toward acting ahead of them. #EADP2 #EADP

📹 What if we could act before disasters strike? Across Eastern Africa, #AnticipatoryAction is changing how we prepare for disasters, helping protect lives and livelihoods before impacts are felt. Tonight on @citizentvkenya #TownHall, we are advancing efforts to institutionalise Anticipatory Action by strengthening policies, financing and partnerships to turn early warnings into early action. Out now! We have launched a new book on how climate change affects pastoralists in the Horn of Africa. Key Findings from Chapter 2: 🚨Pastoral vulnerability is driven primarily by drought exposure, with severe droughts causing potentially catastrophic livelihood losses for the most at-risk households (95th percentile). 🐐Livestock-related indicators, including herd size, livestock poverty, species diversity, market participation and ownership structure, are strong predictors of household resilience and drought vulnerability. 📈Significant differences in herd diversity, market access and risk exposure result in varying levels of vulnerability across households. 🎯Targeted shock-response interventions should be informed by and monitored through these composite vulnerability and resilience indicators. When droughts, floods or other crises strike, families can lose their homes, livelihoods and access to essential services. But acting early can help communities prepare, protect what matters and reduce the impact before disaster strikes. As the 2nd Eastern Africa Dialogue Platform on Anticipatory Action (#EADP2) kicks off in Mombasa, Kenya, the @IFRC joins regional governments, humanitarian partners, donors and experts to advance a shared ambition: making Anticipatory Action part of government systems so more communities can act before crises escalate. Over the next three days, partners will explore how to strengthen early action through locally led approaches, better coordination, evidence-based policies and sustainable financing. Because when we act ahead of disasters, communities have a better chance to protect lives, livelihoods and dignity. @IGAD_CPAC
