Sri Lanka reopens the Mannar Basin to international exploration Fifteen years after gas was first discovered off our north-western coast, Sri Lanka is inviting the world’s explorers back. The Petroleum Development Authority of Sri Lanka (PDASL) has launched the Sri Lanka Licensing Round 2026 (SL2026-01). It offers four exploration blocks in the Mannar Basin covering 33,964 km², roughly half of Sri Lanka's land area, at water depths of about 100 m to 3,000 m. Why it deserves a fresh look: 🔹 A proven petroleum system. Cairn Lanka’s Dorado and Barracuda wells (2011–13) found gas and condensate. A technical review in the Oil & Gas Journal puts their combined mid-case recoverable resource at 839 bcf of gas. 🔹 Most of the basin is still untested. Only a handful of wells have been drilled, all in the north. The blocks on offer cover about four-fifths of Sri Lanka’s side of the basin. 🔹 Explorers start with data in hand. That includes 5,700 line-km of 2D seismic, 2,350 km² of 3D data, well data, details, and around 40,000 km² of enhanced subsurface imaging. 🔹 A modern framework. The Petroleum Resources Act, No. 21 of 2021, set up PDASL as a dedicated upstream regulator. pdasl.gov.lk 🔹 A clear market case.
