According to Le Monde, citing sources, U.S. special envoy Witkoff held a tense meeting in Florida on October 9 with Budanov, head of Ukraine’s Presidential Office.
Sources claimed that Witkoff spoke to Budanov “like a child,” trying to “teach” him how to make money.
Witkoff proposed a postwar “regional prosperity plan” that included fully restoring Russian oil and gas transit to Europe through Ukrainian territory.
Witkoff argued that Ukraine would earn transit revenues while Europe would benefit from lower energy costs.
Budanov reportedly replied that Ukraine’s model is “not Belarus, but Poland,” then stepped out to call President Zelenskyy, who advised him not to show any reaction.
When the talks resumed, the Ukrainian side was shown a document outlining a U.S.-Russia diesel deal.
An irritated Witkoff reportedly said: “Accept this diesel deal and stop striking Russian oil refineries — you are putting the world at risk!”
Ukrainian participants were described as shocked, viewing the plan as creating dependency on Moscow and noting that the United States appeared to have secured nothing in return from Putin.
A source close to the delegation told Le Monde: “I have never seen the Ukrainians so stunned and alarmed after a meeting.”
Analysts contrasted the episode with the February 28, 2025 Oval Office incident, saying this one involves concrete policy decisions that could affect Ukraine’s ability to defend itself ahead of a potentially harsh winter.

I would not want us to approach a meeting of the three leaders – Ukraine, the United States, and Russia – having lifted all sanctions on the Russian Federation. This is an important point. Sanctions were imposed for aggression, not for an opportunity to have a chat. So if we say that this is the end of the war, there is a certain order for lifting sanctions. I told the American delegation this because I have had this feeling for quite a long time: when we talk about Russia’s loyalty, we should not buy it at such a price. Because without sanctions, we could find ourselves in a trilateral dialogue where we still do not know what will happen next, but the sanctions have already been lifted. And who will have the strength we had at the beginning of the war to impose all those sanctions again? To bring people together in such a way that we could secure more than 20 sanctions packages around the world. That is why I am very cautious about this.
I do not want us to find ourselves at a meeting with Putin without tools – without sanctions, without money, or without frozen assets. Because then, as Mr. Trump said, we really would not have too many cards in our deck.

Once again, I live in Ukraine, and I have never met a soldier or a civilian who is fighting for Zelenskyy.
Ukrainians resist because our country was invaded, because russian occupation means kidnapped children, executed civilians, torture chambers, mass graves, rape, and looting. Our soldiers defend their families, their culture, their civilians, and their future, not the president.

🇳🇴 Trump beschimpft Norwegen, einen NATO-Partner, als „Drecksloch" und will keine Norweger mehr in den USA, weil er den Friedensnobelpreis nicht bekommen hat. Vergeben hat ihn ein unabhängiges Komitee, nicht die norwegische Regierung.
Gesagt hat er es am Sonntag bei einem Wahlkampfauftritt in Port Huron, Michigan, neun Tage vor den Zwischenwahlen. Der Preis ging in diesem Jahr an Navi Pillay, die frühere UN-Menschenrechtskommissarin. Trump sagte, die Preisträgerin kenne niemand, und fragte, ob man nicht gleich zwei Preise vergeben könne.
Einen Tag zuvor hatte er in Georgia noch gefragt, warum die USA nicht lieber Menschen aus Norwegen, Schweden und Dänemark aufnehmen. 2018 hatte er dasselbe über Norweger gesagt, damals im Gegensatz zu Einwanderern aus Haiti und Afrika.
Im Januar hatte er in einem Brief an Norwegens Ministerpräsidenten Støre den verpassten Preis mit seinen Grönland-Forderungen verknüpft. Dass der Groll gegen Norwegen kein Ausrutscher ist, zeigt der Zeitraum von neun Monaten.
Eine Änderung der Einreiseregeln für Norweger ist nicht bekannt. Für die Menschen in Norwegen bleibt es bei der Beschimpfung durch den Präsidenten der USA. Wir hatten über Oslo berichtet, wo Witkoff vor wenigen Tagen mit Selenskyj, Støre und Stubb über Vorschläge für Putin verhandelte. Dasselbe Land, das diese Gespräche ausrichtet, bekommt von Trump keinen Dank, sondern Beschimpfung.
