Forced recruitment, forced labour, torture, summary execution, massacres... The Kigali regime will one day have to answer for all these crimes that have been committed for more than 30 years in eastern Congo.
DRC and Rwanda: We have released a report detailing horrific human rights abuses by Rwanda-backed M23 fighters against artisanal miners in eastern Democratic Republic of Congo (DRC) while facilitating the trafficking of gold and coltan to neighbouring Rwanda with the help of Rwandan authorities. Rwanda has continued to profit from the exploitation of DRC’s mineral wealth. The abuses against miners include summary killings, torture and ill-treatment, arbitrary detention, forced labour and forced recruitment and may amount to war crimes. @Amnesty also believes that the plunder by M23 and Rwanda of DRC’s gold and coltan may amount to the war crime of pillage. Rwandans may bear international criminal responsibility for facilitating the trafficking of pillaged minerals to Rwanda. Rwanda may also bear state responsibility for the horrific abuses against miners if Rwandans in the mines are acting under the direction or control of Rwanda, even if they are not employees of the government. Our recommendations: ✔️@Amnesty is calling for all countries and companies to cease the purchase of coltan and gold from Rwanda – or processors and refineries from third countries that buy these minerals from suppliers in Rwanda – until the Rwandan government provides concrete evidence that it has ended the receipt of coltan and gold trafficked from DRC. ✔️Rwanda’s authorities must also ensure that armed or other Rwandans are not present at and play no role in abuses at the Lomera and Rubaya mining sites. ✔️The weight of evidence from Amnesty International and others means that corporations cannot claim ignorance. Their purchase of minerals out of Rwanda – and from the smelters that buy from Rwanda – is likely to contribute to human rights abuses by M23 in Rubaya and Lomera. Credit to @AmnestyEARO for naming Rwanda, not just M23. The two aren't separate problems, they're one supply chain. The coltan and gold #M23 controls at the mine face leaves eastern #DRCongo and reappears as "Rwandan" exports. A country with negligible reserves of its own has become one of the world's top coltan exporters. That laundering is the trafficking. Indeed, global companies should stop buying gold and coltan from Kagame's Rwanda until the regime ends trafficking of minerals tainted with human rights abuses from eastern DRC.

Gold and coltan should never come at the price of human lives. Our new @amnesty investigation documents summary killings, torture, forced labor and recruitment of artisanal miners by Rwanda-backed M23 in eastern Democratic Republic of Congo, abuses that may amount to war crimes. We also found evidence of gold and coltan being trafficked into Rwanda, with M23’s plunder of these minerals likely amounting to the war crime of pillage. These minerals end up in supply chains feeding electronic devices used by millions around the world. Companies and governments cannot claim ignorance. The pillage must end. Il y a peu, j'évoquais de potentielles rafles de jeunes à Goma par le M23/RWANDA vraisemblement pour renforcer les capacités de creusage dans les mines occupées par le Rwanda et ses proxies. Ce 21 septembre 2026, Amnesty International, accuse le Rwanda d’être un acteur central du pillage des minerais congolais et des crimes commis par le M23 dans l’est de la RDC. Rappelons, que le M23, groupe armé soutenu par le Rwanda, contrôle des mines de coltan à Rubaya (Nord-Kivu) et d’or à Lomera (Sud-Kivu). ❌❌❌ Selon Amnesty, ses combattants — parfois aidés par des Rwandais présents sur place — ont commis des exécutions sommaires, des tortures, des détentions arbitraires, du travail forcé et des recrutements forcés. Des mineurs ont été battus à mort à la pioche, abattus, enterrés dans les puits « comme des animaux », enfermés dans des containers ou des cellules souterraines (ndake) et frappés plusieurs fois par jour. D’autres ont été forcés à creuser plus d’une semaine d’affilée sous terre. Amnesty estime que ces actes peuvent constituer des crimes de guerre. Des Rwandais sont présents dans les mines, parfois comme « civils » ou chefs de puits, parfois comme gardes parlant kinyarwanda qui battent les mineurs et participent aux opérations. L’or de Lomera est chargé de nuit en sacs (robotas) sur des bateaux au port de Lomera, puis envoyé vers Kamembe, au Rwanda. Le coltan de Rubaya est mélangé dans la chaîne d’approvisionnement rwandaise. Des taxes sont prélevées au profit du M23 et du gouvernement rwandais. Agnès Callamard, secrétaire générale d’Amnesty, est claire : « Le Rwanda a continué à profiter illégalement de la richesse minérale de la RDC. » Compte tenu des volumes et de la complicité des autorités et des dirigeants rwandais, Amnesty estime qu’il est probable que le Rwanda participe lui-même au pillage, un crime de guerre. Des Rwandais pourraient même encourir une responsabilité pénale internationale. Le message d’Amnesty est sans détour : tant que Kigali ne prouve pas concrètement qu’il a cessé de recevoir l’or et le coltan pillés en RDC, tous les pays et toutes les entreprises doivent arrêter d’acheter ces minerais au Rwanda — y compris via des raffineries ou transformateurs de pays tiers. Les États-Unis et l’UE sont appelés à ne signer aucun accord minier impliquant Rubaya ou d’autres sites contrôlés par le M23 sans accès total d’observateurs indépendants. Callamard demande aussi à l’Union africaine de cesser son silence et de tenir pour responsables les auteurs, y compris des responsables rwandais. En résumé, selon Amnesty : le Rwanda soutient militairement le M23, laisse ses ressortissants commettre des crimes dans les mines congolaises, accueille et commercialise les minerais volés, et s’enrichit sur le dos de mineurs torturés et tués.
