Staff are told to assess whether a child's behavior (including from very young children) could be a hate crime. If so, call 999 (emergency) or 101 (non-emergency), record details, and work with police. Even non-criminal incidents require "age-appropriate learning support" for the child or other responses like disciplinary flowcharts if there's "resistance."
