We asked the First DCA to rehear its order erasing the Leon County grand jury’s Hope Florida presentment. We were parties to the case. A judge ordered that we be told of any appeal. The appeals court barred the State Attorney from telling us. We learned of the appeal the way everyone else did: by reading the opinion that had already decided it. The ruling says the $10 million “was never public money.” The State’s own records say otherwise. Centene’s first draft paid every dollar to the State. AHCA’s lawyers carved out $10 million for Hope Florida and told Centene where to wire it. Then AHCA sent Washington the federal share of that $10 million, as it did for the rest of the settlement. You don’t repay the federal government on money that was never yours.
