Trump’s ballroom funding got denied because Senate rules say you can’t sneak major non-budget projects into a fast-track budget bill. The Senate parliamentarian ruled that Republicans violated the Byrd Rule, which blocks “extraneous” items that don’t directly relate to federal spending or taxes.
So now, if Trump wants taxpayer money for the ballroom, Republicans will likely have to pass it through the normal process, which is much harder.
