Why did US homicides fall so dramatically after 2021?
A new paper by @crim_at_penn PhD student Ethan Doshi asks whether the $350B American Rescue Plan had anything to do with it.
Ethan's answer: Probably not much. Across 570 US cities, federal recovery funding predicts essentially none of the variation in homicide declines.
As it turns out there is one really good predictor of the decline in homcides among cities: How much homicide had risen in the first place. Mean reversion explains half of the cross-city variation.
The paper also shows how easy it is to mistake a policy implemented during a crime reversal for the cause of that reversal.
