I have a left-field theory that countries just reach a max capacity and fertility drops. The driver isn't really women's rights or women in the workplace, or any other progressive policy, but a phenomenon of population growth, you could call it natural as it occurs in nature as resources and space are finite animal populations are self regulated by nature.
Some countries choose to 'unnaturally' increase the population via immigration from that point on, which inevitably has bad consequences. But this is why we see fertility decline in almost every country in the world now, bar maybe Africa which is a bit behind and a massive landmass.

It's not a question of 'losing' the RNLI, the law merely has to be updated to make their facilitation of illegal migration a serious criminal offence.
Then they can get on with doing what people actually donate to them for.
