They already do:
~90% of migrants in the UK speak English without difficulty. 1% can't not speak English at all.
UK-Born Adults contribute £2,300 vs Non-EU Migrants £1,500. Clearly "pay their way" + this excludes students who pay triple to go to university...

A friend of mine was traveling in Salt Lake City at the airport yesterday.
