You're thinking of disciples, and yes, those can change. Capital punishment isn't a discipline. It's a natural law right of the state, and has been consistently upheld by the Church for 2000 years. The Church has no more power to change that than it does contraception.

It was protestants who first believed the Church can change teaching. Catholics have always believed in the infallibility of Tradition. Right belief is not decided by the magisterium. It is transmitted by Tradition from the Apostles to the Church today. The Pope guards it.
