T-1 hour until Memphis City Council meeting. New safety rules are being enforced and extra security presence. One set of doors into the council chamber is zip tied shut.
Along with repealing the bans, the federal judge is temporarily preventing the council from enforcing part of its decorum policy.
The council cannot prevent public commenters from using "personal, impertinent, slanderous, defamatory and abusive" language or gossip when speaking.
