Visibility is lower so they get closer to see the car in front, it's like me taking my eye test and moving closer to the board. I can see it much better

I swear when it’s dark and chucking it down with rain and generally really dangerous on the motorway, people actually drive closer to the car in front than normal. Would love to know the psychology of this.
