When people look at Netstars, they often see a payments company. What is less visible, but far more important, is how Netstars works at a technical and organizational level, and why this way of working has enabled deep coordination with Web3 infrastructure across Japan.
This perspective is not speculative. It is grounded in a recently published article on the Medusa Development Model, a layered research and development methodology proposed by Chen Bin, CTO of Netstars (@Kouhou_NSS). The article outlines how modern R&D must evolve in the AI era by separating human decision-making from automated execution, allowing teams to scale without losing control.
This framework connects naturally with the vision behind @netx_world and @WEAJapan. Where trust infrastructure and verifiable execution across technical layers are core principles.
The article was published on December 28, 2025, by a professional public account described as
“A community for PMO professionals, sharing advanced theories and best practices in project management, process management, change management, and digital transformation across industries.”
This context matters, because the Medusa Model is not a marketing concept, but a process discipline designed for real operational environments.
For more than a decade, Netstars has focused on one fundamental capability: building gateways between systems that were never designed to work together. QR payments, multi-cashless environments, cross-provider settlement, regulatory compliance layers. The Medusa Model formalizes this experience into a repeatable development paradigm.
From a technical standpoint, Netstars does not innovate by replacing existing systems. It innovates by decoupling decision layers from execution layers, and by integrating new capabilities into proven infrastructure. Human teams define architecture, constraints, and responsibilities. Execution is then modularized, standardized, and increasingly automated. This is the essence of the Medusa Model.
This layered R&D philosophy naturally aligns with collaboration across the Japanese Web3 ecosystem, including organizations such as @web3_jp_infra (日本ブロックチェーン基盤連盟), where interoperability, compliance, and long-term system stability are non-negotiable.
In joint development scenarios, Netstars does not operate through ad hoc integrations. Collaboration is layer-based. Merchant-facing gateways, settlement logic, and regulatory surfaces remain under Netstars’ control. Web3-specific components are developed where they add value, without leaking complexity into the operational core.
The Medusa Model explains how this coordination remains efficient. The “head” layer focuses on non-structured human decisions such as architecture and risk control. The “tentacles” handle structured execution such as implementation, testing, deployment, and optimization. This separation allows multiple teams and technologies to evolve in parallel without slowing each other down.
In practical terms, this is why Netstars can introduce new payment rails without forcing merchants to change how they operate. It is why collaboration with Web3 infrastructure remains stable over time. And it is why systems developed under this model can absorb AI tooling without losing accountability.
What may look like a single announcement or pilot is, in reality, the surface of a deeper development methodology refined over years. One that treats Web2 and Web3 not as competing worlds, but as layers of the same system, coordinated through disciplined R&D.
This is how Netstars works. Quietly, methodically, and with a process-first mindset rooted in real project management practice.
In the end, real adoption does not come from bold claims.
It comes from architectures and methodologies that hold.

Andy Hung, Head of Alliance at @PacificMeta and an active voice in Japan’s Web3 and stablecoin ecosystem, recently shared a message that deserves attention. Not because it announces a new token or a speculative product, but because it shows what real progress in Web3 adoption looks like when execution comes before hype.
In his LinkedIn post from December 24, Andy highlighted the launch of a USDC payment pilot at Haneda Airport. At first glance, this could be seen as just another payments experiment, but the real importance lies in how it has been approached. This is not a crypto-first story. It is an infrastructure-first story, grounded in regulation, usability, and collaboration.
Andy is part of @PacificMeta, an organization that plays a unique role in the Japanese Web3 ecosystem. Pacific Meta is not positioning itself as a blockchain protocol or a payments company. Instead, it acts as a bridge between global Web3 innovation, local enterprises, and Japan’s regulatory environment. That bridging role is precisely what makes initiatives like this possible.
Japan is often described as conservative when it comes to financial innovation, but this case shows something more nuanced. Innovation is not rejected, it is structured. Stablecoins are being tested not as speculative assets, but as payment infrastructure that must function within existing systems, comply with the law, and reduce friction for merchants and users alike. Airports such as Haneda are a logical starting point because they concentrate real demand, cross-border activity, and operational complexity.
Andy’s message also points to the broader context of the Japan Stablecoin Summit, an initiative aligned with the same philosophy. Rather than focusing on narratives or shortcuts, the summit brings together regulators, enterprises, legal experts, and builders to discuss how stablecoins can be responsibly integrated into the real economy.
One important detail in Andy’s post is his personal congratulations to Yoshimoto Bansho and the team at @WEAJapan. This acknowledgment matters because it reminds us that behind every successful pilot there are people doing the hard work of coordination, compliance, and delivery. Web3 progress does not come from technology alone, but from teams willing to operate at the intersection of technology, regulation, and real business constraints.
Taken together, Andy Hung’s message is less about USDC itself and more about a mindset. It reflects a shift toward mature Web3 adoption, where systems are integrated thoughtfully instead of bypassed. For ecosystems like @netx_world and the broader vision behind $NETX, this kind of real-world alignment between infrastructure, regulation, and execution is exactly the signal worth paying attention to.

The USDC payment PoC at Haneda Airport should be understood as part of a much broader and more deliberate innovation framework. What we are seeing with Netstars, WEA Japan, and terminal.0 is not an isolated payments experiment, but a carefully structured convergence of infrastructure, regulation, and real-world execution.
terminal.0 was created by the Japan Airport Terminal Group as a dedicated innovation hub where new ideas for the future of airports can be tested in realistic, operational environments. It is not a concept showroom. It is a place designed for validation and co-creation, where technologies are evaluated under real constraints related to security, passenger flow, compliance, and operational reliability. The guiding principle is clear: innovation must work where it actually matters.
This is exactly why the stablecoin PoC involving @Kouhou_NSS and @WEAJapan makes sense at Haneda. Airports are among the most complex physical environments in the world. They combine international users, high transaction volumes, strict operational requirements, and heavy regulatory oversight. If a new form of payment infrastructure can function reliably here, it demonstrates a level of maturity that goes far beyond theoretical use cases.
@Kouhou_NSS brings deep experience in payment gateways and merchant integration, enabling stablecoin payments to fit seamlessly into existing retail and POS environments. @WEAJapan provides the Web3 payment layer, designed to bridge digital assets with real-world payment systems in a compliant and operationally sound way. Beneath this visible layer, @netx_world serves as the foundational infrastructure for WEA Japan, providing the trust, execution, and scalability required for such systems to operate in high-stakes environments. In this context, NetX is not a parallel ecosystem, but the infrastructure that makes WEA’s payment model viable in the real world.
An important part of this story is the role played by @web3_jp_infra (日本ブロックチェーン基盤連盟). As a co-constructor of WEA Japan, the association has played a key role in aligning technical standards, shaping compliance-oriented thinking, and fostering industry-wide cooperation. This contribution is critical because it ensures that innovation does not happen in isolation, but in coordination with broader industry norms and regulatory expectations in Japan.
This layered and collaborative approach mirrors the philosophy behind terminal.0 itself. Innovation is not treated as a standalone technical achievement, but as something that must integrate with existing systems, institutions, and user behaviors. The stablecoin PoC reflects this mindset by focusing not on disruption for its own sake, but on whether new financial infrastructure can coexist with and enhance established environments.
What makes this convergence especially meaningful is that it shows how financial infrastructure can become part of a larger innovation ecosystem. Payments are not isolated systems. They interact with mobility, retail, tourism, data flows, and overall user experience. By testing stablecoin payments within the innovation framework of terminal.0, this PoC becomes part of a broader experiment in how digital infrastructure integrates into physical, regulated spaces.
Haneda is positioning itself not only as a transportation hub, but as a platform for future-oriented experimentation. terminal.0 provides the cultural and operational context where initiatives like this can be evaluated seriously, refined responsibly, and scaled when ready. For ecosystems like @netx_world and the broader vision behind $NETX, this alignment between infrastructure, standards, compliance, and real-world execution is exactly where long-term value is created.

The Stablecoin Payment Solution, developed in strategic collaboration with @WEAJapan, @netx_world, @web3_jp_infra and @Kouhou_NSS, represents a major leap forward in digital transaction infrastructure. Unlike traditional crypto wallets or payment apps, this system offers a seamless experience on par with PayPal or credit cards, while fully leveraging the power of decentralized technologies.
Users only need to install the wallet to access an ecosystem that supports instant payments via QR code scanning—whether shopping offline, subscribing to services, or managing enterprise-level settlements. But what makes this system transformative is what happens behind the scenes.
The solution is not just a front-end app. It is built on the NetX chain-native architecture, a next-generation economic network that merges blockchain, AI, and trusted execution environments into a cohesive, secure, and verifiable framework. NetX provides the foundational infrastructure to ensure that every transaction is fast, private, and auditable, with settlement occurring in seconds, not hours.
At the core of this payment network is NetX’s Model Context Protocol (MCP), a novel interoperability standard that enables smart agents and contracts to exchange context, capabilities, and proofs of trust across multiple chains. This means real-time currency exchange from global users to local fiat settlement can occur without relying on centralized intermediaries or exposing users to FX delays and excessive fees.
NetX was designed from the ground up for verifiable trust in every operation. This principle is not only embedded in its DAO governance and gas model ( $NETX ), but also in its infrastructure-level support for:
· Zero-Knowledge Proofs (ZKP) for transaction privacy
· Trusted Execution Environments (TEE) for secure computation
· Multi-signature protocols and tamper-proofing for institutional-grade assurance
· Cross-chain compliance auditing for regulatory trustworthiness
What sets it apart is its production-readiness. It’s not a speculative use case; it’s a deployed framework that enables real-world commerce. For local merchants, it provides the ability to accept global crypto payments with local fiat settlement, without needing to manage volatility or infrastructure complexity.
From the perspective of Japan’s broader Web3 transformation—anchored by the efforts of @web3_jp_infra and supported by technological leaders like ネットスターズ (Netstars)—this is a concrete example of blockchain infrastructure going from concept to execution.
NetX’s modular and chain-agnostic model makes it the ideal backbone for such an initiative, blending trust computing, economic composability, and AI-native capabilities under one verifiable standard.
WEA x NetX is building the payment rails for the real-world Web3 economy, not only in Asia, but as a scalable model for global adoption. Every scan, every payment, every conversion is powered by a trust layer that’s designed to last 🫡

Update from the Shanghai Information Service Industry Association, Dec 9, 2025
A major development in global cross-border payments has emerged from Shanghai. The 2025 International FinTech Forum announced the creation of the Global Cross-Border Digital Payment Ecosystem Alliance, a consortium formed to accelerate cooperation across payment networks, digital assets and financial infrastructure. Among the founding members is Netstars (@Kouhou_NSS), one of Japan’s most impactful payment technology companies.
Netstars now participates with a new strategic strength. Behind its role in QR payments and merchant technology lies a growing Web3 infrastructure powered by @WEAJapan, @netx_world, the $NETX execution layer and the Japan Web3 Infrastructure Alliance (@web3_jp_infra). The alliance therefore represents more than traditional payment connectivity. It signals the early formation of a compliant, stablecoin enabled, chain native settlement network.
The forum, co hosted by Youlun Group and Fudan University, centered on cross border payments, digital assets and artificial intelligence. Leaders from finance, telecom, academia and technology gathered to examine how fintech is shifting from scattered innovation to coordinated ecosystem building.
Huifu Payments CEO Zhou Ye described the global payment industry as standing at a turning point. Fragmented corridors, inconsistent standards and rapidly shifting regulations now require new cooperative models. Zhou shared a vision of building global payment corridors that allow markets to connect instead of operating in isolation.
This idea became concrete when Youlun Group, Huifu, Netstars and Onafriq jointly launched the new alliance. Thirteen initial members have joined, representing Africa, Japan, China, Southeast Asia and Europe. The alliance aims to enhance multi currency and multi network capabilities, build shared infrastructure for settlement, promote the use of digital assets and stablecoins, and create a platform for global dialogue and technical collaboration.
On November 14, alliance members visited Huifu headquarters for detailed discussions. Netstars CEO Lee Gang joined executive teams to explore real world challenges such as compliance for cross border payments, on chain settlement flows, merchant onboarding across regions and the growing use of AI in payment development.
Huifu presented its new Dougong Payment as a Service platform, designed to let developers deploy payment applications within a single day. Its blockchain laboratory showcased research on stablecoin settlement, compliance paths and Web3 integration. These advances align naturally with the architecture provided by @WEAJapan and @netx_world, where $NETX powers secure and deterministic execution.
Through Netstars, the Japanese ecosystem also enters this global stage. Japan's regulatory clarity around Web3 and stablecoins, backed by the Japan Web3 Infrastructure Alliance (@web3_jp_infra), positions the country as a key contributor to the future of cross border settlement. Netstars, together with WEA and NetX, provides an operational and compliant Web3 foundation ready for real world deployment.
As participants from Africa, China, Southeast Asia and Japan deepen cooperation, one message becomes clear. Payments are not only transfers of funds. They are the connectors of digital economies. With Netstars, WEA Japan, NetX and Japan's Web3 infrastructure contributing to this alliance, the path toward a unified and interoperable global settlement network becomes more tangible than ever.

November 13, 2025 – 2025 International Fintech Forum & Youlun Group 9th Fintech Innovation Forum, held at the historic Shanghai Science Hall in Huangpu, brought together banks, payment giants, Web3 builders and AI innovators under one roof.
In the cross-border payments session, one voice stood out for anyone watching Japan and Asia: NETSTARS.
🇯🇵 Founder & CEO Li Gang walked the audience through how NETSTARS evolved from a local innovator into Japan’s largest aggregated payment platform, serving 600k+ merchants and being designated as a national payment gateway. But the most important part wasn’t the past – it was his framing of what comes next.
Li Gang called it the Web2.5 era: a practical bridge between traditional payments (Web2) and digital assets (Web3). No buzzwords for the sake of it – just a clear roadmap for turning payment rails into multi-asset, programmable financial infrastructure.
That’s where StarPay → StarPay-X comes in.
StarPay-X is positioned as a multi-asset financial gateway, designed to:
· Connect fiat and digital assets in a compliant way.
· Support smarter, lower-friction cross-border corridors.
· Turn Japan into a hub that links Asia, Africa and the rest of the world.
This is exactly where the collaboration with NetX becomes so interesting.
As NETSTARS builds out Web2.5 rails, NetX provides a blockchain foundation tailored for multi-asset, cross-chain and institution-grade use cases. With WEA JAPAN (@WEAJapan) acting as the commercial and legal bridge in Japan, enterprises can access $NETX-powered infrastructure through familiar contracts, JPY invoicing and local support – while still benefiting from the transparency and programmability of on-chain settlement.
In simple terms:
· NETSTARS brings the merchants, licenses and massive distribution.
· NetX (through @netx_world) brings the verifiable, programmable settlement layer.
· WEA JAPAN (@WEAJapan) turns this into something real-world businesses can actually sign, deploy and scale.
Seen from Shanghai, the message was clear: the future of cross-border payments will be built by alliances that blend regulation-ready payment networks, blockchain-native assets and AI-enhanced finance. The triangle of NETSTARS × WEA JAPAN × NetX ( $NETX ) is quietly positioning itself right in that convergence zone.
From yesterday’s stage in Shanghai to tomorrow’s payment corridors, one narrative is taking shape:
the age of single-rail, single-asset payments is fading
Bye StarPay,
Hi StarPay-X.

Do you remember this? It’s a video from October 2024 published by Tusima on X (you can check, it's still there, and quoted in this post)... was the initial catalyst for an epic disruption...
A payment of 100¥ paid in USDC stablecoin, fully integrated into the Netstars terminal and powered by Tusima.
Today, this product is ready to go into production, and I hope that its launch will be made official very soon, formatted with its legal aspects (defining its use) and clearly powered by @netx_world , provided by @Kouhou_NSS , operated by @WEAJapan, forged by @web3_jp_infra .
An enterprise payment flow built on $NETX creates a value chain where every participant benefits in a transparent and sustainable way. The customer gains a simple experience: they pay with stablecoins directly from their wallet, without friction, without gas costs, and without needing a local bank card. The merchant receives the opposite side of this convenience. They can accept stablecoins without touching crypto themselves, without exposure to volatility, and with guaranteed settlement in fiat. It expands their customer base and removes the operational risks normally associated with digital payments.
NetStars operates the commercial layer of this system. It manages compliance, onboarding, customer support, and merchant relationships. It captures value from stablecoin flow while delivering a payment experience familiar to businesses but powered by modern infrastructure. This role remains purely commercial. It never interferes with the underlying rules of the network, which is exactly what allows the model to scale.
Once again, resilient work!!
Let's set off!! 🫡
