So who could it be?
Jim Hammond, The Original Human Torch.
In Marvel Comics, Jim Hammond was the original android Human Torch, created by Phineas Horton. His connection to the origins of Vision makes this theory even more interesting.
But here's the biggest clue. The mysterious client promises Vision:
"A tin man without a heart. I can give you that heart, the soul you came back to life without."
Could Jim Hammond be the one offering Vision something he has been missing all along?

VisionQuest Episodes 5 & 6: Biggest MCU Easter Eggs Revealed!
• ULTRON is back in control of Vision's body and the error messages in Vision's mindspace echo the "Please Stand By" screens from WANDAVISION.
• Ultron is seen reading a book titled I, Ultron, a nod to his own history and the destruction of Sokovia.
• VISIONQUEST finally brings the MCU back to MADRIPOOR, the criminal underworld previously seen in THE FALCON AND THE WINTER SOLDIER.
• E.D.I.T.H. reveals that her former boss was a high school student, confirming another connection to Peter Parker and SPIDER-MAN: FAR FROM HOME.
• Jocasta calls Tony Stark a weapons manufacturer, referencing how Stark Industries acquired the technology behind her original project.
• RAZA, the Ten Rings terrorist who captured Tony Stark in IRON MAN (2008) makes his return to the MCU after 18 years.
• Jocasta reveals that the mysterious "keys" she has been collecting are connected to the scientists behind a project called PROTO-ONE.
• The Proto-One nanites could give Jocasta the ability to control humans, turning her plan into a much bigger threat than anyone expected.
• Ultron and Jocasta's relationship takes a dark turn as their plans for humanity begin to align.
• The mysterious Client finally speaks directly to Vision, promising to end his suffering and demanding that he surrender.
With Ultron free, Jocasta's plan in motion and the client's identity still a mystery #VisionQuest is bringing together some major parts of MCU history.

My VisionQuest Theory Before Episode 5
I think Billy will finally return at the end of Episode 5, but his first reunion with Tommy might happen through telepathy.
A few trailer shots show Tommy walking through what looks like a dreamlike sequence before entering a room with runes. This could be where their connection comes into play.
If you have watched WandaVision and Agatha All Along, you might have noticed an interesting pattern: WandaVision Episode 5 ended with the surprise reveal of Pietro, while Agatha All Along Episode 5 revealed Billy.
There's a high possibility that #VisionQuest will follow the same pattern with a surprise reveal of Billy.
