Gray cast the deciding vote for the 2017 gas-tax hike. His district then got a $100 million sweetener for a 4.5-mile expressway.
His cousin David Marvulli’s new firm, Marvulli Inc., later built a gas station, convenience store, and $36 million hotel off that road.
