Imo if you are going to do this you go whole hog and make it an orbital rail up to St Albans and across to Stanstead.
The Heathdon line looks like this. As well as improving orbital journeys in SW London, it connects to several radial mainline routes. Most notably the Brighton Mainline at East Croydon, which currently has limited western connections.
