It seems that that would pierce the veil protecting them from direct lawsuits. Criminal intent to deliberately poison children should not be protected by the 1986 Act.

Their goal is to always cover up the root cause by applying a label that will deflect from people questioning "why did this happen". That can only go so far before the public has had it up to their eyeballs and can no longer take seeing their children and loved ones poisoned. At that point, gaslighting is the next strategy.
