ODPC hosted a delegation from the European Union of call centre operators’ association, facilitated by GIZ DTC Kenya, to explore investment and talent development opportunities in Kenya’s Business Process Outsourcing (BPO) sector.
Led by Senior Deputy Data Commissioners Oscar Otieno @otienoscar_ke and John Walubengo @JWalu , the engagement highlighted how Kenya’s data protection framework supports BPO and IT outsourcing while fostering trust in personal data processing.
Discussions focused on strengthening the business environment through adequacy arrangements and cross-border data transfers under Kenya’s Data Protection Act. They also addressed ongoing EU-Kenya adequacy discussions, which are critical to establishing a trusted data flow between Kenya and European markets.
The Office of the Data Protection Commissioner (ODPC), in partnership with the Network Service Providers Association of Kenya (NESPAK), hosted a two-day Data Protection Training Programme.
The programme brings together NESPAK members, including Internet Service Providers, data centres and infrastructure providers, who carry, store and process large volumes of personal data for subscribers, businesses and institutions. It aims to raise awareness of the rights of data subjects and the duties of data controllers and processors, facilitate hands-on registration of members with the ODPC, and strengthen compliance capacity in lawful data processing, security safeguards, breach notification and cross-border data transfers.
The collaboration deepens cooperation between the regulator and industry in building a secure and trusted digital Kenya, where compliance is both a legal requirement and a foundation for customer trust.
The ODPC led by Data Commissioner, Immaculate Kassait received a courtesy call from a team from Digital Transformation Center (DTC) Kenya, GIZ Kenya led by Sylvia Lautenbach
The engagement provided an opportunity to explore areas of further collaboration between the Office of the Data Protection Commissioner (ODPC) and GIZ DTC as they embark on the implementation of DTC Phase 2, with a shared focus on advancing digital transformation, strengthening the data protection landscape, and reinforcing a culture of accountability in the processing of personal data.

Data protection starts with knowing what information you actually need.
When collecting personal data, start with three simple questions:
NAHITAJI HII?
Only collect the information you actually need.
NAHITAJI KWA NINI?
Have a clear and legitimate purpose for collecting it. People should know why their information is being requested.
NANI ANAFAA KUIONA?
Limit access to the people who genuinely need the information to do their job.
Collect what you need. Use it for the right purpose. Keep it in the right hands.

Day Two | Sri Lanka–Kenya Data Protection Benchmark Visit; focused on strengthening regulatory effectiveness through strategic planning, research, communication and legal frameworks.
The discussions underscor a shared priority of building agile, trusted and effective data protection regulators equipped to navigate an evolving digital landscape and safeguard the rights of data subjects.
Trust si security.
Your customers trust you with their personal information. That trust comes with a responsibility to protect it, not a license to share it.
Before sharing customer data, make sure you have a lawful basis, the right safeguards, and the right person on the receiving end.
Data protection starts with knowing what you can share, who you can share it with, and why.

ODPC joined data management professionals, industry leaders, government representatives, academia and technology partners at the official launch of DAMA Kenya, the Kenyan chapter of the International Data Management Association, held in Nairobi.
Deputy Data Commissioner, Emmanuel Maiyo, congratulated DAMA Kenya on this milestone and highlighted the important role data professionals play in protecting personal data. He reminded attendees that behind every record, transaction and online profile is a data subject whose rights and freedoms must be respected.
🔉 “Data represents people. Behind every record, transaction, biometric identifier, or online profile is a data subject who is the owner and their rights and freedoms must be respected.”
He encouraged the new chapter to champion data ethics, privacy by design and by default, strong cybersecurity safeguards and continuous professional development, as we work together to build a Kenya where innovation thrives, privacy is respected and trust remains at the heart of our digital economy.
Data Commissioner Immaculate Kassait, MBS, SC, has officially sent Linda into the Mtaani to engage the public and drive our sensitization campaign on personal data protection. Watch out for Linda in your Mtaa!

The review of KICA is important in ensuring that our legal framework keeps pace with competition, innovation, emerging technologies and the changing realities of the ICT sector.
Kenya's progress towards the Budapest Convention on Cybercrime is equally significant, particularly in strengthening international cooperation on cybercrime, electronic evidence and cross-border investigations, alongside appropriate data protection and national safeguards.
On internet billing, the Government supports greater transparency and stronger consumer protection while preserving consumer choice and digital inclusion. Our approach is to strengthen usage information, quality of service, transparency and consumer safeguards without introducing measures that could unintentionally increase costs or limit access.
It was also valuable to host 𝐌𝐞𝐦𝐛𝐞𝐫𝐬 𝐨𝐟 𝐏𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐊𝐢𝐧𝐠𝐝𝐨𝐦 𝐨𝐟 𝐋𝐞𝐬𝐨𝐭𝐡𝐨 during the engagement, providing an opportunity for regional exchange on how African countries are responding to the opportunities and challenges of digital transformation.
