Lmfao so essentially you can run entire matches where there isn’t even a chance to get the token because it wasn’t set to spawn. What a fucking joke

FORTNITE PIRATE TOKEN – LET'S CLEAR SOME THINGS UP
The following information has been relayed by @NotJulesDev, one of the most reputable bot developers, who i can personally back on how these systems operate.
Since everyone seems to be spreading misinformation about the Pirate Token, let's go over how this actually works.
How the drop chances work: The Pirate Token's loot table exists in the game files, but its drop weights are set to 0 on the client side. In simple terms, a loot table determines what items can drop and how likely they are to appear when opening a chest. While the loot table exists in the client, Epic stores the actual drop weight values in a separate server-side data table, which can be updated through server hotfixes.
Clover service: Clover is used to distribute rewards and isn't exclusive to Treasure Chests. There are also references to it being used for things like tournament rewards. Claims that Clover is responsible for controlling the token's drop chances are incorrect. Its purpose is to distribute rewards, not determine their odds.
Server hotfixes: Epic can update the drop chances through server hotfixes, but that doesn't mean they can freely enable or disable the token whenever they want. A hotfix cannot be applied in the middle of an ongoing match, nor can a server-side hotfix be individually applied to specific players.
Sprite drops vs. Pirate Tokens: Both systems have server-side loot tables. The main difference is that Epic also hotfixes Sprite drop weights to the client, whereas they haven't done the same for Pirate Tokens.
With that being said, claims that Pirate Tokens are secretly enabled at certain times during a match, or that specific players are being individually selected to receive them, don't align with how these systems operate.
Will we ever know the actual drop rates? Probably not, unless Epic decides to publicly disclose them.
