Pakistan at the UN Security Council As an elected member of the UN Security Council (2025-26), Pakistan brought its principled voice, diplomatic experience, and steadfast and unwavering commitment to multilateralism. Guided by the vision of Quaid-i-Azam Muhammad Ali Jinnah, Pakistan’s founding father, and the ideals of peace, dialogue, and international law, we consistently advocated the peaceful resolution of disputes, equitable and democratic reform of the United Nations, and the upholding of the principles and purposes of the UN Charter. A recap of Pakistan’s participation in the UN Security Council in 2025

Leaving for Islamabad tonight, having completed my tenure as Pakistan’s Permanent Representative to the United Nations. There can be no greater honour or privilege than representing one’s homeland on the world stage. I am deeply grateful to my beloved mother, family, friends, and colleagues at the Mission for their unwavering support, prayers, and encouragement. I could not have fulfilled my responsibilities to the best of my ability without them. I am humbled by the kind words and appreciation of colleagues across the UN, particularly in the Security Council, including the gracious remarks by the Council’s President today. As I look forward to taking on my new responsibilities in Islamabad, I carry with me cherished memories, invaluable experiences, and a deep sense of gratitude for the opportunity to serve Pakistan at the United Nations. One last picture with my colleagues this morning—a wonderful team with whom it has been an honour to serve @Asimiahmad

The Security Council must act with unity and purpose to halt Houthi attacks, safeguard regional security, alleviate suffering and restore a credible path towards a political settlement. Pakistan stands with the Yemeni people, support efforts towards a peaceful, stable and united Yemen, and will continue to make every effort to advance lasting peace and stability in the region. Civilians must be protected. Renewed fighting is causing deterioration of humanitarian situation. The offensive around Taiz and the attack by Houthi elements on Aden airport further underscore the vulnerability of civilian populations and essential infrastructure. Safe, rapid and unhindered humanitarian access, protection of civilian infrastructure, and adequate funding for relief operations are indispensable. Food, fuel and essential commercial supplies must reach all those in need. We also reiterate our call for the immediate, unconditional and safe release of detained United Nations, humanitarian and diplomatic personnel. The intensifying Houthi offensive along Yemen’s western coast and around Bab el-Mandeb underscores the urgency of protecting maritime security. Houthis must cease attacks on commercial shipping. Freedom of navigation must be upheld in accordance with international law. These vital waterways cannot remain exposed to attacks that endanger seafarers, disrupt trade and compound global economic hardship. As the Prime Minister of Pakistan said yesterday, and I quote, “Pakistan stands in unwavering solidarity with the leadership and people of brotherly Kingdom of Saudi Arabia. In line with Makkah Joint Defense Agreement, and recent decisions taken by its Strategic political and Defense Committee, our commitment to the Kingdom’s sovereignty, territorial integrity and security is resolute. We also fully support Saudi Arabia’s legitimate right to defend its people and protect its cities and vital infrastructure. The Houthi militia must immediately cease these attacks. We will continue to stand shoulder to shoulder with Saudi Arabia in the face of these threats.” My last statement as Permanent Representative of Pakistan to the UN that I delivered at the UN Security Council Monthly Briefing on Yemen

Pakistan strongly condemns the Houthi attacks against Saudi Arabia including the outrageous targeting of infrastructure in the Makkah Governorate and on the Taibah power distribution station in Madinah tul Munawwarah. Pakistan has also strongly condemned the Houthi terrorist attacks targeting King Khalid International Airport and Abha International Airport which resulted in loss of lives and injuries to civilians. We call for an immediate end of such reckless attacks that constitute a grave threat to regional peace and security. The security and sanctity of the Two Holy Mosques must be respected at all times. Pakistan had hoped that the 9thGCTS review would reflect the OIC’s key concerns. Regrettably it failed to address them or add value to the text. It was unfortunate that consensus eluded us and the resolution was put to a vote on the 20th anniversary of the GCTS. We reiterate our proposal for the establishment of a subsidiary body of the General Assembly, funded by the Regular Budget, to oversee balanced implementation of all four pillars of the GCTS through a Member State driven process and to translate the strategic objectives outlined in the Strategy into concrete outcomes to eliminate the menace of terrorism. It is most ironic that a country that is actively sponsoring terrorism against Pakistan, besides perpetrating state terrorism in occupied Jammu and Kashmir, is playing the victim and spread falsehoods in this Committee yesterday. We have extensively documented India’s involvement in terrorism inside Pakistan and presented irrefutable evidence to the international community. Pakistan fully supports the OIC’s position that a consensus-based Comprehensive Convention on International Terrorism (CCIT) must clearly distinguish between acts of terrorism and legitimate struggle of peoples for their right to self-determination. Counter-terrorism policies have so far singled out only the adherents of one religion – Muslims – for affiliation with terrorism and extremism. Any definition of terrorism must also encompass the new and emerging trends in terrorism, including violent acts by far right extremists, violent nationalist, xenophobic, Islamophobic and anti-Muslim groups, such as Hindutva groups, and similar ideologies in various parts of the world. We must also take into account the state sponsored extra-territorial assassinations, disinformation campaigns, use of terrorist groups as proxies, and hydroterrorism as instruments of state policy. The global counter terrorism architecture has not kept pace with the evolving nature of the threat. The international community must address the contemporary terrorist threat through a collective, comprehensive and coordinated response based upon the balanced implementation of the GCTS. Pakistan would make the following suggestions: One, effectively tackle the terrorist threats from Afghanistan including by holding to account those who are providing them safe havens and those who are aiding and financing them. Two, address the root causes of terrorism, with an enhanced focus on the first pillar of GCTS, addressing the conditions conducive to the spread of terrorism. Third, clearly distinguish between terrorism and the legitimate struggle of peoples against foreign occupation and for exercising their inalienable right to self-determination. Fourth, State terrorism – of the type on crass display in Indian Illegally Occupied Jammu and Kashmir and Occupied Palestinian Territory – must be roundly rejected and stopped. Occupation and accompanying repression cannot be masked as counter-terrorism. It is our collective responsibility to ensure that counter-terrorism is not misused to violate human rights and international law. Fifth, adapt the UN counter terrorism architecture and its sanctions regimes and listing processes to ensure that they adequately respond to the current challenges and represent a fair, just and comprehensive mechanism. Sixth, address the abuse of new and novel technologies by terrorists to organise, recruit and finance their nefarious activities. We continue to face terrorist attacks from externally-sponsored groups such as the TTP and BLA and its Majeed Brigade which operate with impunity from Afghan soil with the active support of India. This terrorism has resulted in the grievous loss of more than 4,700 innocent Pakistanis in just the last three years. No country can tolerate such brazen attacks on its citizens. Pakistan has been compelled to respond with precise, well-planned and calibrated CT operations against terrorist infrastructure and safe havens along our western border, based on credible intelligence. These strikes are strictly targeted at TTP and BLA terrorists and are carried out with high precision and accuracy to avoid civilian casualties. We categorically reject any allegations or insinuation to the contrary. Pakistan condemns terrorism in all its forms and manifestations. It is most concerning that terrorist attacks are on the rise in many parts of the world. Terrorism emanating from Afghanistan, in particular, has emerged as a grave threat, besides its incidence in West Africa and the Sahel, and the Middle East. Pakistan has paid a heavy price on account of its frontline role in the global counter-terrorism campaign since the turn of the century – losing more than 100,000 precious lives and suffering staggering economic losses of over 150 billion dollars. In the Sixth Committee of the UN General Assembly, Counsellor Jawad Ajmal delivered a powerful response to the familiar Indian rhetoric, exposing the reality of a Hindutva-driven state whose terrorist enterprise has now gone global. Our message is simple, and let it be known to all: Pakistan will defend its sovereignty, territorial integrity, people and security. We will do whatever is necessary to safeguard these vital interests, while remaining steadfast in our commitment to the peaceful settlement of disputes and to compliance with international law and the UN Charter. ➡️ Pakistan is fully aware of the cost of Indian sponsored terrorism on its territory, aiding and abetting terrorist groups such as the Fitna al Khawarij TTP and the Fitna al Hindustan BLA through active support of proxies inside Afghanistan. ➡️ We have been warning the world about Indian attempts to sow discord and create mischief in our region. ➡️ The Indian footprint of extraterritorial assassinations and killings abroad has now become a global feature of their illegal actions. ➡️ Let this be known to all, Pakistan will defend its sovereignty, territorial integrity, its people and its security.
