The team should find a way to connect both PvE & PvPvE Players and their experiences. You should want each type of player to consider playing the other modes because of some type of incentive.
It has to be worth it and doable.
PvP players would want to be treated with a little more respect and prestige due to their choice of playing along with the actual ethos.
I think they should create a "web" experience for the players and make it fun for all.
But lets not be dismissive that the PvE mode went really, really well and it was still massively requested.
The fan base is important and needs to be increased, but the quality of the game needs to also stay intact without pissing off the core fan base.

ARC RAIDERS COULD GET A PERMANENT PvE MODE!
After more than 30 million PvE rounds during the limited-time test, Embark Studios is now evaluating whether to bring the mode back permanently.
Executive producer Aleksander GrΓΈndal says the team is considering three possibilities:
β’ A relaxed PvE mode between regular raids
β’ A challenging mode focused on fighting ARC enemies
β’ A full PvE-only experience
Embark believes the game could appeal to more types of players but wants to avoid undermining its core PvPvE experience.
